Qualifications

  • 5 years of experience at an agency serving individuals with IDD or mental health.
  • Experience in QA and/or Incident Reporting per PORII regulations.
  • Experience developing and implementing agency policies related to quality and compliance.
  • Strong information systems and reporting skills (MS Office 365, iCM, PCIS2).

JOB SUMMARY:

The Quality Assurance Manager will be responsible for ensuring the implementation of all Quality Assurance and Compliance focused initiatives. The QA Manager is responsible for working across programs to ensure compliance with regulations and policy, including the reporting and investigation of incidents, COMAR Regulations, the DDA Waivers, DDA Policy, and internal protocols. This position reports to the Chief Operating Officer, but works closely with Program Managers and the Chief Program Officer to ensure programs are operating in accordance with all applicable policies and regulations set forth by the State.

ESSENTIAL FUNCTIONS:

  • Responsible for Incident Reporting on behalf of Opportunities, Inc., triaging all potential incidents reported by staff, families, and/or people supported. Manages incident report records in both iCareManager and PCIS2.
  • Completes and submits the Quarterly A-5 form, for all internal incidents, to the DDA, as required through regulation.
  • Conduct incident investigations in accordance with the State of Maryland’s Policy on Reportable Incidents and Investigations (PORII).
  • Partner with the Director of Training, Operations Managers, and others to ensure the delivery of Incident Reporting and Investigation training, CPR/First, and other required training for direct support staff.
  • Serve as the liaison between Opportunities, Inc. and external surveyors, such as OHCQ, Liberty QIO, DDA.
  • Complete and submit Plan of Corrections for the organization, as needed, for any statements of deficiency and citations that are received.
  • Collaborates with Leadership to ensure maintenance of current licensure and DDA approvals/certifications, including annual DDA renewal and MPRIME Medicaid revalidations.
  • Conducts monthly Audits for unbilled services remaining in iCM, working with program leadership and the Billing Specialist to close the loop on unbilled services. Communicates with all necessary staff regarding unbilled items.
  • Create and implement series of internal audits related to documentation, training, billing, service delivery, etc. for all programs.
  • Develop and/or Maintain agency protocols and policies in accordance with COMAR and DDA requirements, with particular emphasis on HIPAA, emergency and disaster preparedness, drills, and incident reporting.
  • Collaborate with Community Engagement Specialists to update and complete bi-annual satisfaction surveys with people in services and families.
  • Perform monthly eligibility checks for all people experiencing service disruptions due to Medicaid revalidation challenges.
  • Track all Key Performance Indicators (KPI) across programs and report progress to managers and agency leadership.
  • Update Program Service Plans on an annual/as needed basis.
  • Performing Quality assurance checks throughout all programs, ensuring that goals are being worked on regularly, and that services reflect meaningful activities and are based around creating inclusive opportunities for the people supported by Opportunities, Inc
  • Complete quarterly building safety assessment and relay maintenance needs to appropriate staff.
  • Complete monthly water temperature testing of Opportunities, Inc. sites, making sure that water temperatures do not exceed a maximum of 110 degrees Fahrenheit, aiming for a temperature of 105 degrees.
  • Collaborates with agency leadership and other managers to create the organizations’ annual Quality Assurance plan. Tracks progress on the plan and reports on goals quarterly to agency leadership and ensures plan completion and submission to the Developmental Disabilities Administration annually.
  • Attend and participate in regular meetings of the Admission, Reviews and Discharges committee, participating in the process of determining if Opportunities Inc. can meet the needs of prospective clients.
  • Create and implement drill schedules, ensuring that drills are completed in different settings (both licensed sites and in the community) with people in services.
  • Ensure the completion and documentation of all quarterly fire drills, and annual active shooter drills and Shelter in Place drills.
  • Ensures full compliance with regulations related to needed onsite emergency materials and kits.
  • Perform random review of service records to review quality of services and provide routine feedback to programs.
  • Oversee all aspects of the agency’s Standing Committee; developing the membership and facilitating the committee’s work as required by COMAR. Complete all administrative work related to the standing committee including monthly packets, agendas, and reports necessary for the meetings.
  • Partner, as needed, with Community Engagement Specialist on self-advocacy initiatives, such as meetings of self-advocacy groups/events, and rights-promoting activities with people supported by Opportunities, Inc.
  • Serve as the designated Privacy Official, ensuring compliance with HIPAA in program operations.
  • Serve as the designated Safety Official, ensuring compliance with safety measures.
  • Assist in leveraging information systems to provide insights & reporting to programs.
  • Ensure updated consents (photo, HIPAA) are kept on file for people we support.
  • Complete a sample monthly PCP Review in each program and provide a report to the Program Directors & Leadership team.
  • Participate in cross-functional teams as necessary
  • Other duties as assigned.

QUALIFICATIONS:

  • Bachelor’s degree (7 years of experience working in the field of developmental disabilities can substitute for required degree)
  • A valid driver's license, clean driving record, reliable transportation and willingness to drive company vehicles.
  • 5 years of experience working at an agency supporting individuals with Intellectual and/or Developmental Disabilities or mental health disorders.
  • Experience in QA and/or Incident Reporting according to PORII
    • 3+ years of experience with triaging & reporting incidents at a Maryland DDA provider.
    • Experience with practical application of COMAR regulations and DDA policies.
    • Experience in the development and implementation of agency policies related to quality and compliance.
    • High level of competency in information system usage and reporting. e.g., comfortable with Microsoft Office 365 and other information systems such as iCM and PCIS2.
    • Experience overseeing or serving on a Standing Committee.
    • Experience guiding / training staff at all levels of an organization.
