Essential Job Functions

The Bilingual Licensing Clerk performs clerical work and provides service to licensing customers in English and Spanish for Anne Arundel County Circuit Court. Prepares and issues various types of licenses, notary commissions, and special police commissions in accordance with department procedures and the Annotated Code of Maryland. Reviews license applications to determine whether application requirements are met; collects associated fees and taxes. Performs marriage ceremonies in English and Spanish as needed. Prepares and issues various business licenses, marriage licenses and ceremonies, notary commissions, and special police commissions by calculating appropriate fees and taxes using schedule of fees. Making arithmetic computations to ensure proper revenue collection. Operates cash register system. Processes charges and payments by compiling a checkout report each day. Assists the public and attorneys, in English and Spanish, by providing procedural information about licenses via telephone and at the counter. Performs Civil Marriage ceremonies in English and Spanish. Administers oaths for Special Police and Notary Public Commissions; processes Marriage Applications. Researches historical information used to prepare certified copies. Provides customer service at the Information Desk by assisting and directing customers with all court related inquiries both in person and via telephone in a fast paced, highly interactive environment. Assists with the flow of incoming and outgoing mail for the Clerks Office using Send Suite Live and the Pitney Bowes postage meter.

Minimum Qualifications
  • Education: High school diploma (or GED equivalent).
  • Experience: One (1) year of general clerical experience.
Note

A Bachelors Degree may substitute the required work experience.

A Paralegal/Associates Degree or 60 college credits may substitute the required work experience.

A Paralegal Certificate May Substitute The Required Work Experience.

Spanish Proficiency Assessments

Selected candidates will be required to complete 2 Spanish proficiency assessments as part of the recruitment process. The first assessment will be administered virtually as part of the screening process. A minimum score of 80% must be achieved to continue with the recruitment process. The second assessment will be conducted as part of the interview process. Candidates will be required to obtain a minimum score of 10 on ALTA Proficiency Exam before an official offer of employment will be made.

  • Accurately convey basic legal and procedural information in Spanish, without giving legal advice.
  • Use standard office and business equipment including, but not limited to, personal computers, word processing, spreadsheets, database software, copier, microfilm machine, register, scanner, fax, etc.
  • Understand and carry out complex verbal and written instructions.
  • Multitask, adjust to situations quickly, set priorities, and handle pressure in a fast-paced environment.
  • Exercise independent judgment in interpreting and applying appropriate policy, procedure, rule, law, and/or regulation to a situation.

  • Ability to calculate figures and amounts such as fees, taxes, discounts, interest, commissions, proportions, and percentages.

Physical Requirements

Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
