Job summary

Dashiell, an operating unit of Quanta Services, is seeking a Purchasing Supervisor to lead day-to-day procurement for high-voltage substation EPC projects. You will supervise Buyers and Purchasing Administrators and coordinate with Engineering, Project Management, Construction, and Field Operations from our Raleigh, NC office at 11000 Regency Pkwy, Suite 107.

This role requires a Bachelor’s degree and at least seven years of purchasing experience, including supervision.

  • Minimum 7 years of purchasing or procurement experience, preferably in EPC, construction, or industrial environments.
  • Experience supervising or leading buyers or purchasing staff.

  • Experience with ERP or procurement systems.
  • Ability to perform in a fast-paced, project-driven environment.
  • Strong communication and cross-functional collaboration skills.

Primary Function

The Purchasing Supervisor is responsible for leading and coordinating day-to-day purchasing activities in support of high-voltage substation EPC projects. This role oversees a team of Buyers and Purchasing Administrators, ensuring the timely, compliant, and cost-effective procurement of materials, equipment, and services critical to substation construction and upgrades. The Purchasing Supervisor partners closely with Engineering, Project Management, Construction, and Field Operations to align procurement activities with project schedules, technical requirements, and execution needs across multiple project sites.

The position will be based in our Raleigh, NC office located at 11000 Regency Pkwy, Suite 107 Cary, NC 27518 and will report to Dashiell’s Purchasing Director.

Duties & Responsibilities
  • Supervise, coach, and support a team of Buyers and Purchasing Administrators supporting substation projects.
  • Assign workloads, set priorities, and monitor performance to meet project schedules and milestones.
  • Provide training and guidance on purchasing procedures, systems, and substation-specific materials and equipment.
  • Support employee development, performance management, and succession planning in coordination with the Purchasing Director.
  • Oversee daily purchasing activities for substation EPC projects, including major equipment, materials, and subcontracted services.
  • Ensure purchase orders are issued accurately, timely, and in accordance with approved budgets, specifications, and schedules.
  • Monitor open orders, expedite long-lead substation equipment, and resolve delivery, quality, or documentation issues.
  • Support competitive bidding, supplier selection, and pricing negotiations as required.
  • Serve as a primary point of contact for suppliers on operational purchasing matters related to substation projects.
  • Coordinate with Engineering to confirm technical specifications, drawings, and material requirements.
  • Partner with Project Management and Construction teams to align procurement activities with construction sequencing and site needs.
  • Escalate supply chain risks, schedule impacts, or cost concerns to the Purchasing Director.
  • Ensure compliance with company procurement policies, approval authorities, contract terms, and client requirements.
  • Maintain accurate purchasing records, documentation, and audit trails.
  • Support internal and external audits related to procurement activities.
  • Promote ethical sourcing and adherence to safety, quality, and regulatory standards applicable to substation work.
  • Track and report purchasing metrics such as cycle time, on-time delivery, supplier performance, and expediting status.
  • Identify and recommend process improvements to enhance efficiency, cost control, and service levels.
  • Assist in the implementation and continuous improvement of procurement systems, tools, and standard work practices.
  • Perform special projects and complete other duties as assigned or requested.

  • Build a high-performing purchasing team through coaching, workload management, and consistent performance feedback.
  • Reduce project risk by proactively expediting long-lead equipment and resolving delivery, quality, and documentation issues before they impact schedule.
  • Strengthen cross-functional alignment by coordinating procurement activities with Engineering, Project Management, Construction, and Field Operations.
  • Support cost control and continuous improvement through accurate reporting on purchasing metrics and process enhancements.
Required
  • Bachelor’s degree in Supply Chain, Business, Engineering, or a related field required; equivalent professional experience may be considered in lieu of a degree.
  • Minimum 7 years of purchasing or procurement experience, preferably in EPC, construction, or industrial environments.
  • Prior experience supervising or leading buyers and/or purchasing support staff.
  • Strong understanding of purchasing processes, supplier management, and procurement controls.
  • Experience working with ERP or procurement systems.
  • Ability to perform effectively in a fast-paced, project-driven environment.
  • Strong communication and cross-functional collaboration skills.
  • Driving is not required for this position.
Preferred
  • Experience supporting high-voltage substation or electrical infrastructure projects.
  • Knowledge of long-lead substation equipment and materials.
  • Familiarity with construction schedules, project controls, and expediting practices.
  • Professional supply chain certification (e.g., CPSM, CPM).
Physical Requirements
  • Ability to sit for extended periods while working at a computer.
  • Frequent use of hands and fingers for typing, writing, and operating office equipment.
  • Ability to communicate effectively verbally and in writing.
  • Ability to occasionally stand and walk within an office environment.
  • Ability to lift up to 10 pounds occasionally.
