Job summary

GPA External Careers seeks an Assistant Manager of Purchasing to lead the Purchasing team within the 5064 department. You will supervise a Purchasing Specialist and coordinate bid analysis, contract awards, and vendor management while ensuring compliance and efficient procurement processes.

The role involves cross-department collaboration with Legal, Risk, Finance, IT, and Engineering, plus reporting and project support. Local experience in government contracting is highly valued.

Qualifications

• Five years or more of progressively responsible government purchasing, contracting, or supply-chain experience preferred.
• SAP or Workday, and Maximo experience preferred.
• Experience with Microsoft Office and data entry required.
• Bachelor's Degree in Business or related field preferred.
• TWIC — Transportation Worker Identification Credential required; Driver's License required; Certified Public Buyer/Officer preferred

Responsibilities

• Manage purchasing functions, including analyzing bids and making decisions subject to review by the Manager.
• Provide guidance and support to team members; resolve procurement issues.
• Prepare purchasing requirements and general specifications for bids, RFQs, and contracts.
• Coordinate solicitation, evaluation, and awarding of contracts and special projects via competitive bid process.
• Conduct pre-bid conferences and facilitate contract resolution.
• Plan and monitor department workload, vacation, and absences; manage staff schedules.
• Advise internal departments on purchasing procedures, contract requirements, and vendor selection.
• Manage ERP Vendor Management portal; assist in vendor registration and issue resolution.
• Negotiate vendor terms and contract conditions as needed.
• Coordinate with Legal, Risk Management, Finance, IT, Engineering, and other departments on procurement matters.
• Prepare reports, summaries, presentations, procurement data, and correspondence.
• Perform other duties as assigned and ensure compliance with policies and standards
