Qualifications

• Bachelor's degree required from CHEA/USDE-accredited institution.
• Major in Accounting, Business Administration, Public Administration preferred.
• Two years full-time purchasing/contract management/finance experience.
• Experience in state or governmental purchasing preferred.
• Experience in educational procurement preferred.

Responsibilities

• Purchase goods and services for the district.
• Prepare, revise, and develop specifications and bid evaluations for best value.
• Review requisitions for completeness; process RFQs, bid tabulations, and award POs.
• Maintain and update vendor lists with accurate contact information.
• Recommend procedures to improve the purchasing process.
• Develop solicitations and amendments; negotiate specifications.
• Coordinate procurement-related meetings (kick-off, pre-proposal, post-award).
• Provide technical assistance on purchasing policies and procedures.
• Prepare and maintain procurement reports and records.
• Maintain confidentiality in handling sensitive information.
• Attend duties punctually and professionally.
• Follow Windham School District policies and procedures.
• Adhere to 19 TAC Chapter 247 ethics and standards.
