Job summary

City of Alexandria seeks a Public Works Superintendent to lead the Capital Paving Program, develop strategic vision, and foster a collaborative and safe environment for experienced teams.

The role reports to the Infrastructure Program Manager and requires availability during emergencies such as winter or coastal storms, coordinating with VDOT and other agencies. Strong communication and project management skills are essential.

Qualifications

• High School diploma or GED plus construction trade school courses; three years of experience in street or sewer construction and repair; or an equivalent combination.
• Valid driver’s license; knowledge of hazards and safety precautions; ability to supervise and evaluate work; strong communication skills; ability to work under adverse weather conditions.
• Preferred: Associate’s Degree in Project Management, Construction Management, Business, or closely related field; VDOT/ACI certifications.

Responsibilities

• Perform technical condition assessments of public infrastructure assets and oversee major street resurfacing initiatives with accurate cost estimates for CIP funding.
• Supervise and coordinate maintenance work plans; assign projects; monitor workflow; review methods and procedures; meet with staff to resolve issues.
• Oversee contractors: ensure compliance with specs; secure grants; coordinate with VDOT, TIB, and other agencies; manage grants and funds; develop PCI model and multi-year resurfacing schedule.
• Provide construction management and field inspection; verify plans and submittals; manage schedules and budgets; ensure public safety.
• Prepare maintenance operation reports; estimate materials and supplies; obtain prices and bids; issue purchase orders as needed.
• Coordinate with other departments to align PW goals with City objectives; build positive relationships with staff and the public; respond to emergencies and take decisive actions to protect employees and keep operations running.
• Elevate workplace excellence by implementing training programs and driving improvements in work quality and customer service.
• Respond to emergencies with call-backs and overtime as needed (e.g., snow removal) and perform related duties.
