Job summary

City of Colonial Heights is seeking an Assistant Director of Public Works - Operations to plan, oversee, and manage infrastructure maintenance and operations for Fleet, Streets and Utilities. The role supervises all supervisors and employees within operational divisions and collaborates with the Director on budget, CIP, and compliance.

The position requires a Bachelor’s or Master’s degree with extensive related supervisory experience, Virginia driver’s license, and knowledge of public works

Qualifications

• Bachelor’s or Master’s degree with extensive supervisory experience in public works or related field.
• Equivalent combination of experience and training accepted.
• Valid Virginia driver’s license required.
• Direct experience managing a multi-faceted organization; Waterworks license and CDL desirable.

Responsibilities

• Plan, coordinate, implement and manage maintenance initiatives, asset management and operational improvements.
• Coordinate and supervise subordinate supervisors and employees, including work procedures, schedules and training.
• Lead operational improvements and prioritize division needs; evaluate methods and processes.
• Assist Director with budget and capital improvement plan development and monitoring.
• Align maintenance priorities with funding, grants, and procurement requirements.
• Develop, support and promote high-performing teams; participate in staff selection and corrective action.
• Provide technical assistance to other departments, contractors, and citizens.
• Ensure compliance with federal, state, and local requirements including safety, environmental regulations and reporting.
• Compile data and prepare routine and specialized reports.
• Coordinate and supervise division responses during emergencies and severe weather.
• Communicate with stakeholders and the public; address inquiries and issues.
• Other duties as assigned.
