Job summary

The City of Pullman seeks an experienced Maintenance and Operations Superintendent to lead the Public Works Division, directing street, water, and wastewater maintenance programs with a focus on safe, efficient operations and long-term planning.

You will oversee staff, budgets, and contracts, collaborate with city leadership, negotiate with unions, and ensure compliance with regulations while guiding daily activities and strategic initiatives.

Qualifications

• Graduation from a four-year college with relevant degree and two years of utility maintenance/operations experience.
• At least four years in a management level role; additional experience may satisfy education.
• Knowledge of public administration, budgeting, and personnel management.
• Experience with union negotiations and safety program oversight.
• Proficiency in applicable software and reporting tools.

Responsibilities

• Manages and supervises the maintenance and operations divisions, including hiring, training, and performance management.
• Coordinates daily work activities, assigns tasks, and ensures safety compliance.
• Analyzes staffing and equipment needs and allocates resources within the division's budget.
• Administers the approved budget and adjusts expenditures as needed.
• Ensures adherence to regulations and policies; develops and revises operating procedures.
• Represents the City in partnerships and engages with the public and outside agencies.
• Prepares operating and capital budgets and supports fiscal management policy.
• Maintains relationships with elected officials and city staff to achieve program goals.
