Job summary

The City of Bloomington, IL seeks a senior leader to direct the Public Works Department, overseeing Streets, Sewers, Solid Waste, Fleet and related functions. You will align service delivery with City priorities, manage labor relations and budgets, and advise top officials on operations, risks, and capital projects.

Qualifications

• Bachelor's degree in public administration, business administration, management, public works administration, or a related field.
• Minimum 10 years in municipal public works/operations utilities or related field.
• At least 5 years supervisory/management experience, preferably with multiple functions.
• Experience managing labor relations, grievances, and disciplinary matters in a unionized environment.

Responsibilities

• Directs and coordinates the overall operations of the Public Works Department, including streets, sewers, solid waste, fleet and related functions.
• Provides leadership focused on reliable service delivery, workforce management, and fiscal stewardship.
• Advises the City Manager and elected officials on operations, budgets, projects, and risks.
• Administers collective bargaining agreements and addresses grievances with Human Resources and bargaining-unit representatives.
• Oversees department administration, budget, asset management, and compliance with laws and city policies.
• Coordinates with other departments and stakeholders on Public Works matters and emergency response.
