Qualifications

• Bachelor's degree in civil engineering or related field; or equivalent education/experience.
• Seven years in public works, municipal operations, or related field.
• At least three years supervisory/management experience.
• Experience budgeting operating and capital budgets.
• Certifications such as APWA, CPM, PMP or related credentials.

Responsibilities

• Design and implement operational systems for public works services.
• Develop and formalize standard operating procedures across divisions.
• Establish measurable service levels and performance metrics.
• Lead continuous improvement for productivity, safety, and cost control.
• Provide regular performance and financial reporting to the City Manager.
• Develop and manage department operating and capital budgets.
• Administer capital improvement projects and procurement.
• Oversee project planning, scheduling, and cost tracking.
• Coordinate with other departments and external agencies.
