Job summary

The City of Charlotte’s Innovation & Technology Department seeks a Business Analyst for the Charlotte Water Technology team. You will support mission-critical utility applications, gather requirements, and translate business needs into effective technology solutions across CIS, data reporting, and workforce management systems.

You will write SQL, develop dashboards, and coordinate testing and documentation while collaborating with stakeholders and IT teams to ensure reliability and performance

Qualifications

• Bachelor’s degree in Information Technology, Information Systems, Computer Science, or a related field.
• Experience supporting utility, municipal government, or public sector technologies.
• Experience developing reports and dashboards using Power BI or similar BI tools.
• Scripting for PL/SQL and Python.
• Experience with enterprise system integrations, APIs and data interfaces.

Responsibilities

• Provide functional and technical support for mission-critical enterprise applications at multiple Charlotte Water facilities.
• Research, document, and coordinate problem resolution with internal technical teams, vendors, and external support partners.
• Partner with business stakeholders to elicit, analyze, document, validate, and prioritize business and technical requirements.
• Develop, execute, and coordinate User Acceptance Testing (UAT) including test plans and scripts.
• Create user guides, SOPs, training materials, and technical documentation.
