Job summary

The Office of the Public Counsel (OPC) in Missouri seeks a skilled Engineer to provide expert technical analysis for electric, natural gas, water, and sewer utilities. You will support regulation, prepare reports, and testify in PSC proceedings to ensure safe and affordable service for residents.

Join a team of auditors, economists, and attorneys. A BA/ABET-accredited engineering degree is required, with strong writing and communication skills.

Qualifications

• Bachelor's degree in engineering from ABET-accredited program.
• Strong analytical, writing, and interpersonal communication skills.
• Ability to work independently and collaboratively in a team.

Responsibilities

• Conduct complex engineering analyses and evaluations of utility systems and rate filings.
• Review utility applications for certificates of public convenience and necessity and other regulatory approvals.
• Serve as a technical resource and expert witness in regulatory proceedings and hearings.
• Devise methods and criteria for engineering studies and analyses.
• Perform onsite inspections of utility facilities to ensure PSC compliance.
• Prepare detailed reports, testimony, and regulatory recommendations.
• Collaborate with analysts, utility reps, and outside consultants to resolve issues.
