Job summary

The State of Missouri's Office of the Public Counsel (OPC) seeks a Utility Regulatory Auditor in Jefferson City to perform regulatory auditing and financial analysis for Missouri’s public utilities. Responsibilities

• Perform regulatory auditing or financial analysis work.
• Analyze and evaluate management controls, financial data, standard production rates, cost allocations, depreciation issues, fiscal procedures, tax filings, and spending priorities.
• Determine revenue requirements and promote efficient use of resources.
• Confer with company officials to discuss financial problems and regulatory matters.
• Provide technical assistance and advice on assumptions underlying budget forecasts.
• Prepare written analysis and support such analysis in administrative hearings, if necessary.

Salary Range: $60,000 - $100,000

The salary indicated represents a base pay rate. If the candidate selected is eligible for a years‑of‑service pay differential, it will be added to the total compensation. A pay differential does not raise the base pay.

This position may be filled at the Utility Regulatory Auditor or the Senior Utility Regulatory Auditor level.

Job Location: This position is located at the Governor Office Building, 200 Madison Street, Jefferson City, MO 65101.

The Office of the Public Counsel (OPC) is a state agency tasked with representing the interests of the public in matters that come before the Missouri Public Service Commission (PSC) regarding public electric, gas, water, and sewer utilities. The OPC plays an important role by advocating for the Missouri public on issues such as lower utility rates and improved utility services.

• Perform regulatory auditing or financial analysis work regarding Missouri’s public utilities.
• Analyze and evaluate management controls, financial data, standard production rates, cost allocations, depreciation issues, fiscal procedures, tax filings, and spending priorities.
• Determine revenue requirements and/or promote efficient and economical utilization of resources.
• Confer with company officials to discuss financial problems and regulatory matters.
• Provide technical assistance and advice on assumptions underlying budget forecasts.
• Prepare written analysis and support such analysis in administrative hearings, if necessary.

Utility Regulatory Auditor (This is a first-level professional position accountable for regulatory auditing or financial analysis work):

• Bachelor’s degree in accounting, finance, economics, or a closely related field with a minimum of 15 hours in accounting and 0-2 years of professional accounting experience (December graduates are welcome to apply).
• Knowledge of accounting and auditing practices and procedures.
• Knowledge of trends and practices in utility financing, operations, and regulations.
• Ability to generate data requests and analyze information according to accounting standards.
• Ability to utilize interviewing techniques and solicit pertinent information at various organizational levels.
• Ability to travel as required for agency business.
• Good communication, interpersonal skills, and writing skills are essential
• Computer experience required, with a working knowledge of Microsoft Word, Excel, PowerPoint, and Access software applications preferred

Duties

Senior Utility Regulatory Auditor (This is a professional position accountable for conducting audits of all sizes and types of utilities and performing specialized or advanced duties. Employees at this level may serve as lead auditor on portions of audits or complete audits):

• Bachelor’s degree in accounting, finance, economics, or a closely related field with a minimum of 15 hours in accounting and 4 or more years of professional accounting experience.
• In addition to all other qualifications identified in the Utility Regulatory Auditor level: Ability to provide guidance and training to lower-level auditors regarding public utility auditing procedures and PSC rules, regulations, and procedures. Ability to independently analyze and interpret economic and financial data.
