Job summary

Turner & Townsend is seeking a Project Controls Manager in Los Angeles to lead cost management, budgeting, and financial oversight for the LA County CAPEX program. You will manage budgeting, forecasts, and invoicing, ensuring compliance with County procedures and timely financial reporting.

The role requires a minimum of 10 years in financial management for capital projects and at least 5 years with public sector or government clients, plus proficiency in Excel and ERP tools.

Qualifications

• Bachelor’s degree in Accounting, Finance, Business Administration, or related field.
• 10+ years progressive financial management experience for capital projects.
• 5+ years managing project finances for public sector or government clients.
• Strong knowledge of project cost control systems, invoice processing, and capital funding structures.
• Experience with construction management or infrastructure project environments.
• Proficiency in Microsoft Excel, financial reporting tools, and ERP/accounting software.
• Excellent analytical, communication, and organizational skills.

Responsibilities

• Lead all project cost management, budgeting, and financial oversight activities.
• Develop and maintain project budgets, forecasts, and cash flow analysis aligned with County requirements.
• Prepare, submit, and track all contract and consultant invoices; coordinate with the County on payment status.
• Monitor financial compliance with contract terms, approved scopes, and funding allocations.
• Support preparation of monthly financial reports, audit documentation, and funding source summaries.
• Coordinate with Project Controls team on budget adjustments, change orders, and funding reallocations.
• Liaise with County fiscal officers and auditors to support financial transparency and reporting.
• Assist in maintaining financial records per ISD requirements and internal controls.
• SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
