Job summary

The City of Cupertino is seeking an experienced human resources manager to lead the HR Division under the City Manager. The role focuses on employee relations, compensation, recruitment, training, HRIS/ERP oversight, and labor contract administration.

You will develop staffing strategies, guide policy interpretation, and advise city management on personnel matters while ensuring compliance with state and federal laws and fostering a positive workplace culture.

Qualifications

  • Experience leading a public-sector HR function and advising City management.
  • A bachelor’s degree in public/business administration or related field is required; a master’s is desirable.
  • Ability to manage compensation, classification, staffing, and training programs within a union environment.

Responsibilities

  • Directs the HR Division activities under the City Manager and provides policy guidance.
  • Oversees wage and salary programs, filing, and compliance with wage laws.
  • Administers labor agreements, contract negotiations, and employee relations.
  • Develops staffing strategies and recruitment processes for all levels.
  • Ensures HRIS/ERP systems data integrity and reporting for Citywide needs.
  • Leads employee training, organizational development, and leadership initiatives.
