Job summary

South Carolina Comptroller General’s Office (CGO) seeks an experienced accounting professional to manage accounting processes across designated state agencies while ensuring GAAP/GASB compliance. You will coordinate with internal and external stakeholders and perform reconciliations to support accurate reporting.

Role includes providing technical direction, supporting audits, developing policy improvements, and contributing to SCEIS master data and budgeting processes.

Qualifications

• A bachelor's degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking. An equivalent combination of education and experience may be substituted on a year-for-year basis.
• Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
• Knowledge of state government fiscal and accounting processes.
• SCEIS experience, advanced Excel skills, and Microsoft Office applications preferred.
• Ability to communicate effectively and establish and maintain effective working relationships with staff and agencies.
• CPA license and/or CGFO certification.

Responsibilities

• Manages accounting processes for designated state agencies.
• Reviews workflow documents and financial transactions to determine compliance with statewide accounting policies, applicable statutes, and GAAP/GASB standards.
• Serves as primary point of contact and liaison for assigned agencies and internal and external stakeholders.
• Provides technical direction and recommends corrective action when discrepancies are identified.
• Reviews, validates, and provides technical direction on complex or nonstandard transactions.
• Conducts periodic account reconciliations; identifies discrepancies and implements corrective action.
• Collects, reviews, and ensures the accuracy of financial data used for internal, state, and federal reporting.
• Supports audit processes by providing documentation, explaining transactions, and resolving inquiries in a timely manner.
• Analyzes financial data and trends for assigned agencies and statewide accounts to inform management decisions.
• Prepares financial reports, specialized reports, and other data required by regulation or management.
• Assists in the development, maintenance, update, and implementation of accounting and budgetary policies and procedures used by state agencies.
• Recommends and supports system and process improvements, including SCEIS-related changes, for financial reporting and compliance based on agency interactions and analysis.
• Proposes classifications, sequence, and coding for designated SCEIS master data elements, including General Ledger accounts, Commitment Items, Funded Programs, and Funds, consistent with GASB, governmental accounting standards, and established state accounting conventions and methodologies.
• After the division lead approves the proposal, creates the master data element in SCEIS.
• Performs other related duties as assigned to support agency objectives.
