Job summary

Office of Technology and Innovation (OTI) in Brooklyn, NY is seeking an IT Project Specialist to manage a broad portfolio of application development, COTS, and infrastructure projects. The role reports to the Public Safety and Emergency Management Programs Unit and requires leading project delivery with senior management oversight.

You will coordinate with executives and stakeholders, supervise project managers, manage vendor relationships, and ensure adherence to PMO standards and budgeting

Qualifications

• Requires a baccalaureate degree in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, or related field and four years of relevant full-time experience.
• Or an associate degree in one of the related fields and six years of relevant full-time experience.
• Or a baccalaureate degree and eight years of relevant full-time experience.
• Or education and/or experience equivalent to the above options.

Responsibilities

• Determine project approach, required resources, team roles, and schedule.
• Develop estimates for schedule, effort, and cost using standard models and past experience.
• Create project charters, scope statements, weekly status, risk logs and other deliverables.
• Oversee projects through the full development life-cycle and guide delivery teams.

IT PROJECT SPECIALIST - 95710

The successful candidate will serve as a Project Manager reporting to the Public Safety and Emergency Management Programs Unit. The Project Manager will manage a variety of projects encompassing application development, COTS, infrastructure, or a combination of each of these types of projects, in addition to providing senior level management support for the Project delivery team and support functions.

Responsibilities

• Determine the project approach, resource requirements, team roles and responsibilities, and schedule
• Develop and review estimates and assumptions for the projects schedule, effort, and cost using established estimating models, best practices, and past experience
• Create project charter and scope statements, weekly status reports, risk and issues log and other project deliverables
• Manage projects throughout the entire assessment and development life-cycle, providing direction for project teams and monitoring the progress of deliverables and tasks;
• Create and manage project, risk mitigation, and communication plans
• Plan, track, communicate with, and drive infrastructure solution; build and support resources
• Work closely with executive level leadership, as well as internal and external stakeholders
• Provide oversight and management of blended teams of independent IT consultants and staff; manage vendor relationships, including participating in the creation of CPs, RFPs, review/selection of vendors, contracts, etc.
• Conduct site visits, when required, to ensure correct visual requirements are captured to effectively execute the project
• Manage receipt of project assets and ensure assets are correctly tagged in collaboration with PSEM SACM and technical teams
• Ensure that staff and consultants adhere to the published PMO methodology and development standards defined for the PMO
• Engage in PMO-related functions including monitoring budget and ensuring that established communication plans, risk management, and similar processes are adhered to
• Define team member roles and expectations and ensure that project resources are used effectively
• Participate in the review of project artifacts including technical requirements, user experience design, architecture, testing and implementation documentation
• Develop training plans and future support needs
• Manage project close out and transition of all project artifacts and knowledge to agency staff prior to disengaging from a project
• Identify future support needs and work with appropriate units to assist the agency with articulating and requesting these resources
• Support and contribute to the Program’s goal of ongoing process improvement, and adherence to Project Management Institute’s PMBOK and OTI published project methodologies
• Report to senior management within the Program, OTI and stakeholder agencies on project status
• Supervise and mentor Project Managers/Assistant Project Managers
• Support the Director of Project Management with managing PMO functions including: change requests, document and deliverable management, scheduling, reporting, etc
• Address client concerns and elevate all project issues appropriately and manage them to resolution
• Perform special projects and initiatives assigned.

Hours / Shift: Day - Due to the necessary technical duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or nights/evenings.

Qualifications

1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
4. Education and/or experience which is equivalent to "1", "2", or "3" above.
