Job summary

The City of New York's Office of Technology and Innovation (OTI) seeks a Public Safety Director of Project Management Office in Brooklyn to lead the delivery of large-scale programs across applications, COTS, infrastructure, networks and security. You will supervise a team, manage budgets, schedules, and stakeholder communications to ensure timely, compliant outcomes.

Qualifications

• A master's degree and three years of IT experience including applications development, systems development, data communications and networking, database administration, data processing, or user services; 18 months in admin/managerial/executive capacity.
• Alternate paths include a bachelor's degree with four years of related IT experience or a high school diploma with six years of related IT experience.
• A combination of education and experience equal to the above, with supervisory experience required.

Responsibilities

• Manage the delivery of Public Safety Programs portfolio, which consists of large and complex projects in support of NYC's public safety emergency communications.
• Deliver solutions across projects from plan to deployment on time and within budget while maintaining quality.
• Oversee cross-disciplinary activities including systems architecture, large systems integration, operations, financial and contract management and reporting.
• Lead governance with timely project reporting; conduct weekly reviews of status, risks and issues; drive mitigation and metrics.
• Oversee release plans and lifecycle; secure acceptance from owners and stakeholders.
• Collaborate with Requirements, Test and Integration management to ensure delivery aligns with architecture and quality standards.
• Develop and execute a roadmap for PSAC I / II fit-out and systems implementation meeting strategic objectives.
• Supervise Project Managers in estimating, charter development, scope adherence, scheduling and budgeting.
• Foster relationships with business owners and stakeholders to meet requirements and maximize capabilities.
• Resolve issues, facilitate consensus, and prioritize needs aligned to program objectives.
• Provide PMO reporting for internal and external audiences; maintain PMO policies and procedures; participate in hiring and onboarding.
• Lead and mentor staff; manage special projects and initiatives.

Education

Master's degree in computer science or related field with 3+ years IT administrative/managerial experience

Bachelor's degree with 4+ years of progressively responsible IT experience

High school diploma with 6+ years of progressively responsible IT experience

Combination of education and experience as described, with at least 3 years in admin/managerial/supervisory IT roles
