Job summary

City of San José seeks an Interoperability Communications Systems Manager to lead large-scale radio and data systems programs, coordinate with regional agencies, and ensure grant-funded projects meet guidelines. Strong leadership, governance, and communication skills are essential.

The role requires managing complex interoperable communications initiatives with local, regional, state, and federal partners, and providing strategic direction and oversight to ensure mission success.

Qualifications

• Bachelor’s degree in computer science, information systems, business administration, or closely related field.
• Five (5) years of experience in development and implementation of communications systems or complex IT systems for a large public jurisdiction, including three (3) years of supervisory experience.
• Background check required and successful completion of a comprehensive background investigation.
• Desirable: 3 years of radio and interoperability experience.
• Three or more years in project management for grant-funded technology projects.
• Knowledge of radio systems: UHF, VHF, 700 & 700 MHz trunked, APCO Project 25 Phase II.

Responsibilities

• Manage SVRIA and UASI projects; liaise with City, stakeholders, and vendors.
• Coordinate and implement interoperability goals, policies, and strategic plans.
• Allocate resources and service levels to meet grant requirements.
• Draft intergovernmental agreements and MOUs to promote interoperability.
• Participate in SVRIA Working Committee and Technical Advisory Group.
