Job summary

Washington State Department of Corrections is seeking a strategic HR Manager to lead the HR team at Stafford Creek Corrections Center in Aberdeen, WA. The role focuses on workforce planning, development, employee relations, and compliance with state and federal laws, reporting to executive leadership.

Qualifications

• High school diploma or equivalent (from the HTML)
• At least three years of professional-level HR experience including at least three of: classification/compensation, recruitment, rules/regulations interpretation, employee and labor relations, corrective/disciplinary action
• At least one year supervising HR staff
• Knowledge of state/federal employment and labor laws
• Strong communication and advisory skills across all levels
• Ability to coach and mentor others and handle a fast-paced environment
• Experience with technology to improve efficiency and accuracy
• Ability to draft formal documents for sign-off

Responsibilities

• Ensuring comprehensive professional level administration of multiple, complex HR programs in accordance with Agency policy, WACs, CBA, and laws
• Providing sound direction to appointing authorities and leaders on policy/procedure and bargaining agreements
• Managing and supervising professional level staff
• Developing program standards and delivery methods to train and support managers, staff, supervisors and HR consultants
• Taking corrective action and initiating investigations when necessary
• Ensuring staff deliver quality customer service and professional development
• Participating on teams and committees to increase visibility of HR activities
• Consulting with management and labor relations on bargaining and changes in working conditions
• Attending grievance meetings and drafting grievance responses; assisting with successive steps in the grievance process
