Job summary

Loudoun County Government seeks an experienced Budget and Administration Manager to oversee the financial, administrative, and strategic operations of Loudoun County Fire and Rescue (LCFR). This role manages the operating budget, EMS cost recovery program, grants, procurement, and major departmental projects.

Under general direction, you will develop budgets, prepare Board items, perform detailed fiscal analyses, and advise senior leadership on long-range planning and resource allocation.

Qualifications

• Master’s Degree in Finance, Business Administration, Public Administration, Public Policy, or a related field.
• Four (4) years of experience in government budgeting, financial management, or planning.
• Equivalent combination of education and experience.
• CPA and/or CPFO preferred but not required.
• Experience in public safety or large multi-fund organizations is preferred.

Responsibilities

• Develops, analyzes, and monitors departmental budgets.
• Prepares Board of Supervisors items and related documentation.
• Conducts detailed fiscal analysis.
• Advises senior leadership on long-range planning, operational priorities, and resource allocation decisions.
• Provides budgeting training and identifies process improvements.
• Supports ERP systems and governmental accounting practices.
• Communicates complex financial information to County officials and the public.
