Job summary

Loudoun County Government seeks an experienced Budget, Finance and Administration Manager to lead financial operations for Loudoun County Fire and Rescue. The role oversees budgets, EMS cost recovery, funds, procurement, and major projects, with a focus on accountability and strategic resource allocation.

The ideal candidate has formal training in government finance, strong communication skills, and the ability to engage senior leaders and the public.

Qualifications

• Master’s degree in Finance, Business Administration, Public Administration, Public Policy, or related field.
• Four years of experience in government budgeting, financial management, or planning, or an equivalent combination of education and experience.
• Thorough knowledge of governmental accounting and financial reporting.
• Experience with ERP systems, preferably Oracle Fusion.
• CPA and/or CPFO preferred but not required.

Responsibilities

• Develops, analyzes, and monitors departmental budgets.
• Prepares Board of Supervisors items and related documentation.
• Conducts detailed fiscal analysis.
• Advises senior leadership on long-range planning, operational priorities, and resource allocation decisions that support fire, rescue, and emergency services.
• Offers training on budgeting processes, identifies process improvements, and implements financial best practices to support efficient department operations.
