Cybermedia Technologies (CTEC) is seeking an experienced Public Relations Manager II (DHS Suitability) to join our team
PROGRAM OVERVIEW:
CISA’s Stakeholder Engagement Division requires an integrated team to support council and sector governance, approximately 500 annual engagements, stakeholder coordination, policy and risk analysis, executive communications, records, and contract management. The work spans unclassified and classified environments and requires products that are accurate, accessible, compliant, and ready for government use.
POSITION SUMMARY
Lead strategic communications, executive messaging, and stakeholder outreach supporting CISA sector-risk-management operations. This mid-senior role owns high-visibility products and coordinates inputs and approvals across complex federal and industry stakeholder groups.
KEY RESPONSIBILITIES
• Develop communication strategies and a broad range of executive and external-facing products, including emails, memos, talking points, summaries, briefings, graphics, and social content.
• Translate sector risk, cybersecurity, resilience, and policy information into clear, audience-specific messages.
• Coordinate communication support for sector and cross-sector engagements, working groups, and emergent events.
• Gather and reconcile input from federal leads, SMEs, industry partners, and other stakeholders.
• Manage designated mailboxes, inquiries, routing, response tracking, and communication logs.
• Review products for accuracy, clarity, tone, branding, accessibility, and DHS/CISA style compliance.
• Support rapid-response communications and after-action products during urgent operational events.
• Use engagement data and stakeholder feedback to refine outreach and messaging.
REQUIRED QUALIFICATIONS
• 5+ years experience in strategic communications, public relations, public affairs, or stakeholder engagement.
• Strong executive writing, editing, message development, and project-management skills.
• Experience coordinating high-visibility products through complex review and approval processes.
• Ability to advise clients and work effectively with senior government and industry stakeholders.
• Ability to obtain and maintain a favorable DHS Fitness Determination (Public Trust/DHS Suitability); U.S. citizenship required.
PREFERRED QUALIFICATIONS
• Prior CISA, DHS, critical-infrastructure, or federal advisory experience.
• Experience with executive communications, graphic design, or digital content.
• Proficiency with Adobe Creative Cloud, Microsoft 365, Drupal, and collaboration platforms.
CLEARANCE: • Ability to obtain and maintain a favorable DHS Fitness Determination (Public Trust/DHS Suitability); U.S. citizenship required.
WHAT CANDIDATES SHOULD UNDERSTAND
• Work is expected to be onsite in Arlington, Virginia; approved telework may be available only as authorized by the Government.
• Positions are contingent upon contract award and successful completion of applicable security or suitability processing.
• For cleared positions, the recruiting requirement is an active Top Secret clearance with the ability to obtain and maintain SCI—not necessarily current SCI access on day one.
• For suitability positions, candidates must be able to obtain and maintain a favorable DHS Fitness Determination. Prior DHS service may help, but a previous Public Trust is not automatically transferable or guaranteed to reactivate.
PAY RANGE- $90,000–$115,000 Annually + Benefits(Compensation and employment offer are negotiable and will be finalized based on the candidate's relevant experience and interview assessment.
