Job summary

Montgomery County PA is seeking a Project Manager to oversee county capital construction projects across facilities, parks, trails, historic sites, roads and bridges, technology and infrastructure. The PM will apply best practice project management for schedule, cost, procurement, reporting, and consultant management with independent judgement and oversight by the R&B Administrator.

The ideal candidate brings engineering or architecture expertise, substantial public sector project management

Qualifications

• Bachelor’s or graduate degree in engineering (mechanical, civil, electrical, e.g.), architecture, construction project management, geology or a related discipline.
• Experience directly managing large-scale public construction and / or infrastructure projects, including budget accountability (minimum five years preferred).
• Project management certification(s) (e.g. PMP Certification).
• Understanding of government operations, including financial (accounting, budget, and transparency) principles and best practices, and regulatory logistics and considerations.
• Experience with contract, contractor management and regulatory compliance with PADEP, PennDOT District 6 and DVRPC etc.
• Experience as facilitator of complicated projects or initiatives, with preference for work on construction projects.
• Technology fluency across multiple platforms, including MS Office, MS Project or Primavera, Newforma, Bluebeam, Revit, Adobe InDesign, Photoshop, Illustrator.
• Creative problem-solving capability, informed by experience with construction issues and unforeseen circumstances.
• Expert communication (written and verbal) skills.

Responsibilities

• Accept, analyze, and revise County initiative ideas and communicate plans for full project execution to stakeholders.
• Assimilate best project management principles with County standards to produce cohesive project plans.
• Participate in RFP / Bid process to secure needed consultants and contractors, reviewing proposals and bid documents.
• Track project schedules and maintain schedule documents using approved systems.
• Work with scheduling platforms to manage timelines and changes.
• Review design packages to influence design evolution and monitor consultant work.
• Coordinate stakeholder reports on project status.
• Analyze contractor change requests and advise County leadership.
• Schedule meetings for projects and maintain project documentation.
