The Prince George’s County Housing and Community Development is currently seeking qualified applicants to fill various Public Housing Property Manager positions, grade A27, in the Housing Authority Administration Division.

About the Position:

This is a senior level professional work whereby the incumbent is responsible for on-site management of Housing Authority of Prince George’s County owned/leased residential Public Housing/other affordable properties. The incumbent conducts a wide range of activities to ensure compliance with local, State, and Federal regulations in support of the Department’s mission of providing decent, safe, and sanitary housing to County residents. These areas of responsibility include but are not limited to property management, administrative duties, inspections, Yardi processing, and resident services. This position requires independent judgment and the ability to carry out complex assignments with a minimum of direction and guidance. Work performance is reviewed in terms of production, timeliness, and the successful completion of assignments and successful operation of the property.

About the Agency:

The Prince George's County Department of Housing and Community Development (DHCD) works with affordable housing developers and community partners to support equitable economic growth in the County by creating and preserving quality homes for current and future residents. DHCD does not lease, own, or sell affordable housing. We provide financing for new construction and the preservation of affordable housing.

Responsibilities:
  • Manages the day-to-day management of the properties within the Housing Authority of Prince George’s County.
  • Works directly with the Manager of Public Housing and Asset Management in decision making regarding occupancy and maintenance to assure well-maintained properties.
  • Oversees and assists the application and rental process to determine eligibility, monitors and ensures compliance with dwelling lease agreements, manages the rental programs; assures quality building and ground maintenance and security of the property.
  • Possesses the ability to interpret and implement policy and procedures and communicate with customers and other employees.
  • Complies with specific reporting standards established by HUD under the Public Housing Assessment System (“PHAS”), the Real Estate Assessment Center (REAC), NSPIRE Physical Inspection standards, and any similar/subsequent programs.
  • Demonstrates knowledge of property management.
  • Demonstrates knowledge of the purpose, policies, and regulations of the Housing Authority as established by the Board of Commissioners and/or set forth by HUD regulations as required to determine eligibility of applicants for Public Housing and ensure compliance with local, state, and federal regulations.
  • Demonstrates knowledge and ability to apply basic and complex business and management principles involved in planning and human resources.
  • Demonstrates knowledge of plans, programs, and organizational structure of the Housing Authority as required for preparing monthly reports and staying abreast of housing vacancies, availability, and assignment of vacant units.
  • Demonstrates knowledge of federal, state, and city laws and ordinances governing Public Housing including health laws, fire regulations, leasing of property, and evictions as required in providing information pertaining to residential, multi-family facility design, construction, and maintenance.
  • Demonstrates knowledge of facility maintenance to include basic knowledge of property and grounds maintenance, safety, and security as required to assist the Maintenance Supervisor in the supervision of maintenance employees and contractors and response to tenant’s complaints.
  • Communicates effectively, both written and orally, with persons of all ethnic and educational backgrounds projecting a positive image of the Housing Authority of Prince George’s County.
  • Plans and organizes work effectively to include time management, prioritizing, responds timely and effectively to day-to-day problems, handling multi-tasks, meeting deadlines, etc.
  • Establishes and maintains effective working relationships with subordinates, residents, community leaders, public officials, social/community service agency representatives, and the general public.
  • Investigates and analyzes conflicts, complaints, or problems involving employees, tenants, or the public in unpleasant or risky situations and takes the appropriate actions.
  • Works independently without direct supervision and initiates projects or actions to resolve or prevent problems.
Minimum Qualifications:
  • Master's degree in business or public administration, social services, sociology, psychology, or other field(s).
  • Three (3) years of progressively responsible professional technical, analytical, and developmental work experience.
  • One (1) year in a lead/supervisory role.

An equivalent combination of education and experience may be considered.

Preferred Qualifications:
  • Minimum of one (1) year experience in Public Housing/Section 8 preferred.
  • Certification for a Property Manager within two years of employment.

Conditions of Employment:
  • Possess the ability to obtain certification for a Property Manager within two years of employment.
  • Be willing to be assigned to any housing development within the HAPGC portfolio.
  • Be physically able to operate a variety of automated office machines, including computers, copiers, printers, facsimile machines, telephone, etc.
  • Be able to move or carry objects or materials such as files, computer printouts, reports, calculators, pencils, legal pads, etc.
  • Possess the ability to physically inspect the properties in their entirety, including walking and climbing stairs.
  • Possess the ability to withstand all weather conditions and serve on-call, as scheduled or as necessary.
  • Be physically able to operate/use a vehicle.
  • Possess and maintain a valid Maryland Driver’s License.
  • Meet all training and performance standards and demonstrate proficiency as required by the agency.
  • Wear and use agency protective apparel and equipment in the performance of their assigned duties, if applicable.
  • May be required to successfully pass pre-employment checks which may include reference checks, background investigations, and drug screenings, where applicable.
  • Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.
