Job summary

Norfolk Redevelopment and Housing Authority (NRHA) is seeking a Programs Manager to oversee the HUD Jobs Plus initiative, coordinating employment services, financial incentives, and community supports for work. You will work with departments and external partners to expand employment opportunities for NRHA residents and supervise staff and contractors.

Qualifications

• Bachelor's degree required or equivalent experience.

Responsibilities

• Leads, develops, implements, manages, and evaluates the Jobs Plus Program to increase employment, earned income, career advancement, and self-sufficiency.
• Provides day-to-day administration and oversight of HUD Jobs Plus grant, ensuring compliance with requirements and performance measures.
• Coordinates and integrates the three core Jobs Plus components with NRHA departments and external partners.
• Develops and coordinates workforce development and employment services through NRHA and partners.
• Develops resident engagement strategies to increase awareness and participation in Jobs Plus.

Education

Bachelor's degree in Public Administration, Social Work, Human Services, or related field
