Job summary

Norfolk Redevelopment and Housing Authority (NRHA) is seeking a Programs Manager to oversee the HUD Jobs Plus initiative, coordinating employment services, financial incentives, and community supports for work. You will work with departments and external partners to expand employment opportunities for NRHA residents and supervise staff and contractors.

Position Summary

The Jobs Plus Program Manager is responsible for the overall management, implementation, coordination, and oversight of all components of the U.S. Department of Housing and Urban Development (HUD) Jobs Plus Program. The position ensures that programmatic, performance, and financial goals are achieved in accordance with HUD requirements, the approved Jobs Plus grant application, and Norfolk Redevelopment and Housing Authority (NRHA) policies and procedures.

The Jobs Plus Program Manager is responsible for coordinating place-based strategies designed to increase employment, earnings, and economic self-sufficiency among residents of the designated Jobs Plus public housing community. The position leads the development and implementation of the three core Jobs Plus components: Employment-Related Services, Financial Incentives, and Community Supports for Work.

The Program Manager develops and maintains partnerships with workforce development agencies, employers, educational and training institutions, community-based organizations, residents, and other stakeholders to expand employment and economic mobility opportunities for residents.

The Jobs Plus Program Manager supervises designated Jobs Plus staff, Community Coaches, contractors, volunteers, and other program personnel as assigned.

Reports to the Director of Client Services or designee.

Essential Functions
  • Leads, develops, implements, manages, and evaluates the Jobs Plus Program to increase employment, earned income, career advancement, and economic self-sufficiency among eligible public housing residents. Establishes program goals, objectives, benchmarks, performance measures, work plans, calendars, and strategies consistent with the approved HUD Jobs Plus grant, NRHA priorities, and resident needs.
  • Provides day-to-day administration and oversight of the HUD Jobs Plus grant, ensuring program activities, services, expenditures, documentation, and outcomes comply with HUD requirements, federal grant regulations, the approved grant agreement, established performance measures, and NRHA policies and procedures. Coordinates grant monitoring, technical assistance, audits, corrective actions, and other oversight activities.
  • Coordinates and integrates the three core Jobs Plus components—Employment-Related Services, Financial Incentives, and Community Supports for Work—and collaborates with appropriate NRHA departments and external partners to ensure residents receive accurate information, appropriate services, and coordinated support designed to advance employment and economic mobility.
  • Develops and coordinates comprehensive workforce development and employment services through NRHA, workforce agencies, employers, educational institutions, training providers, and community partners. Services may include career exploration, job readiness, resume development, job search and placement, career coaching, vocational training, credential attainment, adult education, internships, apprenticeships, employer engagement, job retention, and career advancement.
  • Develops and implements resident engagement, outreach, recruitment, and community support strategies designed to increase awareness and participation in Jobs Plus and engage residents who are unemployed, underemployed, disconnected from the workforce, or in need of education, training, supportive services, or career advancement. Provides leadership and direction to Community Coaches and supports resident leadership, peer support, empowerment, and community-driven approaches to economic mobility.
  • Conducts and utilizes resident, community, and workforce assessments including environmental scans, needs assessments, resident assessments, focus groups, surveys, and labor-market research to identify employment barriers, service gaps, community assets, workforce needs, emerging opportunities, and resources. Uses findings to inform program design, service delivery, partnerships, and continuous improvement.
  • Develops, maintains, and evaluates strategic partnerships and community resources with employers, workforce development agencies, educational institutions, training providers, nonprofit and government agencies, businesses, faith-based organizations, resident councils, and other stakeholders. Develops and monitors memoranda of understanding, partnership agreements, contracts, and other collaborative arrangements and ensures partners, contractors, and service providers meet established performance and grant requirements.
  • Coordinates Jobs Plus activities with NRHA departments and complementary programs, including Public Housing, Property Management, Finance, Resident Services, Admissions and Occupancy, Family Self‑Sufficiency (FSS), Resident Opportunities and Self‑Sufficiency (ROSS), Section 3, Youth Services, and other workforce and economic mobility initiatives to maximize resources, avoid duplication, and provide coordinated services to residents.
  • Establishes, monitors, and analyzes program performance and participant outcomes, including enrollment, engagement, service delivery, employment, earned income, job retention, training participation, credential attainment, and other required measures. Develops and maintains data systems, dashboards, tracking tools, and reports; ensures accurate and timely collection, entry, maintenance, analysis, and reporting of program and participant data; and implements corrective actions when performance objectives or grant requirements are not being met.
  • Oversees Jobs Plus financial and budgetary activities in coordination with NRHA Finance and other applicable departments, including budget development, forecasting, expenditure monitoring, contracts, grant balances, allowable costs, financial performance, and financial reporting. Ensures expenditures and financial activities comply with HUD requirements, approved budgets, federal grant regulations, NRHA policies, and the Jobs Plus grant agreement.
  • Prepares and submits required programmatic, performance, and financial reports including monthly, quarterly, annual, HUD, and special reports. Develops reports, dashboards, presentations, and other materials that communicate program activities, accomplishments, outcomes, challenges, expenditures, and progress toward grant goals to NRHA leadership, HUD, partners, residents, and other stakeholders.
  • Plans, coordinates, and facilitates Jobs Plus events and activities including partner and coalition meetings, resident meetings, community engagement activities, employer events, hiring events, workshops, training activities, outreach activities, and other program initiatives. Represents NRHA and the Jobs Plus Program at community, workforce development, HUD, technical assistance, conference, and other meetings as assigned.
  • Supervises and develops assigned Jobs Plus personnel and program support resources, including Community Coaches, contractors, interns, and volunteers, as applicable. Provides orientation, training, coaching, work assignments, performance expectations, supervision, and feedback; monitors performance and work products; conducts evaluations; and addresses performance or disciplinary matters in accordance with NRHA policies and procedures.
  • Maintains comprehensive and confidential program records and documentation including participant information, program files, data, partnership agreements, contracts, reports, financial records, and supporting documentation required for grant administration, monitoring, audits, and program evaluation. Ensures appropriate confidentiality, security, and protection of participant and program information.
  • Maintains current knowledge of Jobs Plus and related workforce and housing initiatives by monitoring HUD guidance, federal regulations, public housing policies, workforce development trends, employment initiatives, economic mobility strategies, and best practices; identifies opportunities to strengthen program effectiveness and recommend improvements to Jobs Plus services, partnerships, and operations.
  • Performs other duties as assigned.
Minimum Qualifications
  • Bachelor’s degree from an accredited college or university in Public Administration, Social Work, Human Services, Sociology, Psychology, Business Administration, Workforce Development, Community Development, or a closely related field.
  • A combination of relevant education, training, and progressively responsible professional experience may be considered in lieu of the bachelor’s degree in accordance with NRHA personnel policies.
  • Five (5) years of progressively responsible experience in workforce development, resident services, human services, public housing, community development, social services, grant-funded programs, economic mobility programs, or a related field.
  • Demonstrated experience coordinating or delivering programs designed to provide workforce development, employment, social development, supportive services, or economic self-sufficiency opportunities to low-income individuals and families.
  • Previous supervisory, program management, or project management experience required.
Preferred Qualifications
  • Experience managing federally funded or other grant-funded programs preferred.
  • Experience working with HUD programs, public housing authorities, workforce development systems, or low-income communities preferred.
  • Previous experience managing HUD Jobs Plus, Family Self‑Sufficiency, ROSS, Section 3, workforce development, or a comparable federal self-sufficiency program.
  • Experience with grant reporting, program budgets, performance measurement, contracts, partnerships, and data management preferred.
Special Requirements
  • Must possess a valid driver’s license.
  • Subject to a background check, pre-employment health check, and reference verification prior to hire.
  • Must maintain confidentiality and adhere to NRHA’s code of conduct and ethics policies.
  • Work is performed in office settings, public housing communities, community centers, resident meeting spaces, partner locations, employer sites, and other community-based environments. The position may require visits to residents’ homes or other locations as appropriate to program responsibilities.
  • The employee may occasionally be exposed to outdoor weather conditions while conducting outreach, events, or activities within NRHA communities.
  • Local travel is required, and occasional overnight or out-of-area travel may be required for HUD meetings, conferences, training, technical assistance sessions, and other program activities.
  • The position may require evening or weekend work to accommodate resident meetings, outreach activities, community events, employment events, or other program needs.
Physical Requirements

While performing the duties of this job, the employee is frequently required to sit, talk, see, or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 20 pounds. Job requires depth perception.
