Job summary

Town of Chapel Hill seeks a self-motivated Construction Project Manager to oversee design, construction, and major maintenance of building systems and infrastructure. You will lead multi-disciplinary teams, manage budgets, and ensure compliance with laws, codes, and federal programs.

Five years of PM experience and a Bachelor's in a related field are required; strong coordination with consultants, engineers, and contractors is essential for successful project delivery.

Qualifications

• Bachelor's degree in construction management, engineering, building construction, architecture, design, or a directly related field.
• Minimum of five years of construction project management experience.
• Knowledge of municipal or public housing projects.
• Practical knowledge of asbestos and lead-based paint abatements.
• Familiarity with project management information software and proper records management.
• Federal grant management and administration, as well as FEMA, and HUD reporting requirements.

Responsibilities

• Identify, evaluate, and manage capital improvement projects related to building systems, life safety, and regulatory compliance; coordinate bidding, negotiate contracts, lead project meetings, oversee design consultants and general contractors, manage project closeouts.
• Develops project budgets, monitors expenditures, processes change orders, reviews invoices and purchase orders, and makes budget-related recommendations.
• Prepare and review project contracts, plans, specifications, manuals, reports, RFPs, bid documents, and change orders, maintaining records.
• Collaborate with design consultants, contractors, architects, and other Town departments; oversee project operations and mitigate risks.
• Guide the development of project scope with engineers and designers; review drawings and evaluate bids for technical accuracy.
• Perform quality assurance, monitor project performance, manage schedules, and ensure on-site standards are met.
• Organize pre-construction, construction, and final acceptance meetings; report on noncompliance and assist long-range capital planning.
• Ensure compliance with building codes and federal guidelines; conduct Davis-Bacon, Section 3 monitoring, and environmental checklists.
• Direct and manage project communications with stakeholders.
• Complete other duties as assigned.
