Job summary

Qualifications

Responsibilities

• Identify, evaluate, and manage capital improvement projects related to building systems, life safety, and regulatory compliance; coordinate bidding, negotiate contracts, lead project meetings, oversee design consultants and general contractors, manage project closeouts.
• Develops project budgets, monitors expenditures, processes change orders, reviews invoices and purchase orders, and makes budget-related recommendations.
• Prepare and review project contracts, plans, specifications, manuals, reports, RFPs, bid documents, and change orders, maintaining records.
• Collaborate with design consultants, contractors, architects, and other Town departments; oversee project operations and mitigate risks.
• Guide the development of project scope with engineers and designers; review drawings and evaluate bids for technical accuracy.
• Perform quality assurance, monitor project performance, manage schedules, and ensure on-site standards are met.
• Organize pre-construction, construction, and final acceptance meetings; report on noncompliance and assist long-range capital planning.
• Ensure compliance with building codes and federal guidelines; conduct Davis-Bacon, Section 3 monitoring, and environmental checklists.
• Direct and manage project communications with stakeholders.
• Complete other duties as assigned.

Job description

The Town of Chapel Hill is searching for a self-motivated, detail oriented, professional individual that is skilled in management and oversight of, design and construction of building improvements, infrastructure upgrades, and major maintenance projects. To be successful in this Construction Project Manager position, it is imperative to have experience managing large, cross-functional projects and the skill and ability to work independently through ambiguous situations. This complex, multi-disciplinary, and multi-phase work requires advanced knowledge of civil, construction, and/or architectural engineering principles, practices, and procedures.

• Identifies, evaluates, and manages capital improvement projects related to building systems, life safety, and regulatory compliance; coordinates bidding, negotiates contracts, leads project meetings, oversees design consultants and general contractors, manages project closeouts; and ensures that project operations comply with contract specifications, all applicable laws, codes, policies and procedures.

• Develops project budgets, monitors expenditures, reviews and approves payment requests, processing of change orders, reviewing and processing invoices and purchase orders, resolving discrepancies, and making budget-related recommendations to project stakeholders. Work involves managing federal grant funding.
• Prepares and/or reviews project contracts, plans, specifications, manuals, progress and other reports, requests for proposals, bid documents, change orders, and other documentation; maintains records; and prepares agenda items for and makes presentations to internal and external stakeholders.
• Collaborates with design and other consultants, general and special trades contractors, architects, Construction Manager at Risk contractors, and other Town departments and external agencies; oversee project operations, resolves issues and mitigates project risks, and provides technical and general information to aid in the evaluation of problems and the development of alternatives for construction projects.
• Manages the development of "Project scope" through collaboration with Engineers and Designers. Provides technical design review and feedback to designers and Engineers during the project design and engineering phase. Guides the development of drawings and specifications, as well as evaluating the bids for technical accuracy and compliance with contract requirements.
• Performs quality assurance and project monitoring duties; inspects projects on site; creates, manages, and tracks schedules and project performance metrics; identifies and manages risk and other project issues; ensures quality controls; and communicates unresolved issues to upper management. Provides onsite supervision of project construction activities to ensure project design and specifications are being correctly implemented by the general contractor and any subcontractors.
• Organizes and coordinates pre-construction, construction and final acceptance meetings, conducts regular on-site inspections during the various project phases, and reports on noncompliance with contract requirements. Assists with long-range capital planning, facility assessments, and replacement schedules for major building systems.
• Ensures all work meets local building codes and federal guidelines, particularly for capital improvement or Rental Assistance Demonstration (RAD) projects. Conducts Davis-Bacon and Section 3 monitoring and reporting, as well as Environmental Review checklist as needed. Creates and updates policies and procedures related to cross-cutting federal compliance requirements.
• Directs and manages project communications with internal and external stakeholders.
• Completes all other duties as assigned.

Physical Demands

• The work is typically performed while sitting at a desk or table, with intermittent standing, walking or stooping, and climbing. The employee uses equipment requiring a high degree of dexterity.

• The work is typically performed in an office and construction/renovation job sites with occasional exposure to loud noises, inclement weather, and working at heights.

Education

Bachelor's degree in construction management, engineering, building construction, architecture, design, or a directly related field such as landscape architecture along with the knowledge of and a level of competency traditionally associated with completion of specialized training in the field of work.

Experience

Minimum of five years of construction project management experience.
