Job summary

County of Los Angeles Department of Mental Health seeks qualified candidates for emergency Staff Analyst, Health positions related to homelessness. Under the emergency order, hires may be for up to 90 days with potential for permanent County employment.

Selected candidates will be assessed on performance (100%) before consideration for permanent appointment as Staff Analyst, Health, with opportunities for career growth within the County’s public health initiatives.

Qualifications

• Four years of experience in a staff capacity analyzing and making recommendations for the solution of problems of organization, program, procedure, budget, or personnel.
• One year of highly responsible administrative or staff experience at the level of Assistant Staff Analyst, Health Services or higher.
• No out-of-class experience or verification of experience letters will be accepted.

Responsibilities

• Analyses department services and makes recommendations on contracting-out; develops RFPs and evaluates bids.
• Researches and develops contracts with the private sector for major department-wide functions.
• Negotiates with state/federal agencies to obtain grant funds and justify expenditures.
• Represents the department in negotiations with the state on health service contracts.
• Ensures changes to programs increase efficiency and effectiveness of services.
• Acts as a team leader of other analysts.
• Performs special assignments and projects as directed.
