Job summary

West Virginia Department of Health is seeking an Assistant General Counsel to provide high‑level legal support under the General Counsel. The role collaborates with agency leadership on a wide range of legal matters, including public health law, administrative proceedings, and government contracting.

The ideal candidate has a JD, WV licensure or reciprocity eligibility, and at least three years of practice, with preference for public sector or health law experience.

Qualifications

• Licensed to practice law in West Virginia or eligible by reciprocity.
• Minimum of three years practicing law; public sector or health law experience preferred.
• Ability to interpret state and federal laws and regulations.

Responsibilities

• Provide legal counsel on public health law, rulemaking, procurement, and privacy compliance.
• Draft, review, and negotiate contracts, MOUs, and data sharing agreements.
• Support litigation efforts and coordinate with outside counsel.
• Respond to subpoenas and FOIA requests.
• Interpret laws and regulations impacting agency operations.
• Represent the Department in administrative hearings and related proceedings.
• Assist in policy development and provide legal training to staff.
