Job summary

Qualifications

• 5+ years of disaster recovery management, preferably in government.
• Extensive knowledge of FEMA, CDBG, HMGP, and the American Rescue Plan Act.
• Experience managing funding and grants.
• Basic knowledge of land use planning as it applies to disaster recovery.
• Proven ability to develop and implement disaster recovery and mitigation plans.
• Strong leadership to coordinate diverse teams.
• Excellent communication and interpersonal skills with stakeholders.
• Bachelor's degree in a related field preferred; certification is a plus.
• Ability to work under pressure and think strategically and analytically.

Responsibilities

• Develop and implement comprehensive disaster recovery and mitigation plans per regulations.
• Coordinate with FEMA, CDBG, HMGP, and others to maximize use of funds.
• Manage grant funds, tracking expenditures and outcomes.
• Build relationships with local, state, and federal agencies, nonprofits, and community groups.
• Provide guidance on land use planning for disaster recovery.
• Oversee distribution of funds from ARPA to support recovery initiatives.
• Conduct training for local officials and communities on disaster preparedness.
• Monitor program effectiveness and recommend improvements.
• Ensure compliance with laws, regulations, and policies related to disaster recovery.
