The position emphasizes collaboration, training, and liaison duties across agencies, with a focus on policy interpretation, budget oversight, and continuous improvement.

Qualifications

• Specialized knowledge in program subject matter through experience and/or education.
• Knowledge of federal and state rules governing the programs.
• Ability to interpret policies and communicate them clearly.
• Experience applying data-driven approaches to program oversight.
• Ability to train staff on program requirements.

Responsibilities

• Establish program objectives, KPIs, and actions to achieve them.
• Develop and monitor policies and procedures for the program area.
• Interpret policies and explain regulations to leadership or customers.
• Prepare monthly and annual program reports.
• Review budgets and recommend financial improvements.
• Ensure compliance with federal and state grants and policies.
• Coordinate training for staff and consultants on program requirements.
• Serve as liaison between the agency and other state/federal bodies.
• Recruit and train employees to meet role expectations.
• Oversee communications plans and manage stakeholder outreach.
• Participate in management committees as needed.
• Guide performance management and professional development.
