Job summary

Public Employee Benefits Cooperative (PEBC) seeks a Director to provide strategic leadership, operational oversight, and management of a team delivering programs and services. Reporting to the PEBC Board of Governors, the role aligns program goals with the organization’s mission and vision.

The Director will foster cross-team collaboration, manage stakeholder relationships, and drive program impact for PEBC members, including wellness and benefits initiatives.

Qualifications

• Bachelor’s degree in business, finance, public administration, HR, healthcare administration, or related field.
• 10+ years leading complex health benefits programs (self-funded and fully insured).
• Valid Class C driver’s license.
• Experience with multi-employer/public-sector benefits or cooperatives preferred.

Responsibilities

• Sets strategic and operational direction for participating groups, addressing public-sector needs.
• Identifies emerging issues and recommends strategic responses to the Board.
• Facilitates Board meetings, agendas, and compliant recordkeeping.
• Serves as executive benefits advisor, ensuring compliance with laws and board policies.
• Negotiates and manages vendor contracts and procurement for participating groups.
