Job summary

The Children’s Home of Reading is seeking a PSA Compliance Manager – ORR Program to oversee ORR compliance across operations in Bethlehem and Doylestown, PA. This full-time role offers competitive pay and DailyPay access, with comprehensive benefits and training opportunities.

Qualifications

  • Must be at least 21 years of age.
  • Bachelor's degree in behavioral sciences, human services, or social service fields; OR bachelor’s degree in business administration or management; plus, at least 1 year of experience working with child welfare standards, best practices, quality assurance, or compliance.
  • Must exhibit integrity and good moral character appropriate for working with children in a residential or foster care setting.
  • Must successfully complete ORR-required background investigations.
  • Must provide proof of immunity to vaccine-preventable diseases transmitted by the respiratory route (Varicella, MMR, Tdap, annual Influenza) and comply with all state licensing health screening requirements including TB screening.
  • Must complete all ORR-required pre-service training, as required and scheduled by ORR.
  • Must complete all ORR-required continuing education on an annual basis, as required and or scheduled by ORR, covering applicable ORR regulations, policies, and procedures.
  • Must sign and comply with CHOR’s Code of Conduct consistent with ORR policy, confidentiality acknowledgment, and mandatory reporter agreement.
  • Must disclose any prior misconduct, including conduct occurring off duty, on the employment applications and in interviews. Material omissions are grounds for termination.

Responsibilities

  • Implements and maintains compliance with ORR sexual abuse and sexual harassment prevention policies.
  • Conducts weekly spot checks of program operations.
  • Conducts monthly quality assurance reviews.
  • Conducts quarterly case file audits and facility walkthroughs.
  • Manages all documentation related to sexual abuse and sexual harassment prevention compliance.
  • Coordinates staff training on sexual abuse and sexual harassment prevention requirements.
  • Serves as a point of contact for reporting and follow-up on allegations, consistent with ORR policy.
  • Provides child-facing services on-site as needed to support compliance monitoring.
  • Supports incident review activities and corrective action planning.
  • Prepares compliance documentation for ORR monitoring visits.
  • Exercise independent judgment consistent with program policy, ORR requirements, and applicable law.
  • Communicate effectively, verbally and in writing, with children, families, and staff.
  • Maintain regular, reliable attendance and respond promptly to program needs, including outside standard business hours when required by the role.

Education

What You’ll Do

Schedule
  • Full-Time / Exempt
  • This position is based across two work locations, Bethlehem and Doylestown. The employee will be required to report to and work from both offices as necessary and assigned.
Physical Requirements
  • Ability to sit at a meeting table or desk, stand, walk, bend, lift, reach, stoop, twist, climb steps, drive a vehicle, and assist individuals as needed.
