Job summary

Nesco Resource, LLC is seeking a Proposal Manager to lead proposal development for government and commercial contracts. The role focuses on reviewing RFPs/RFQs/RFIs, drafting narratives, and ensuring compliant submissions while coordinating with leadership and stakeholders.

The ideal candidate will manage the full proposal lifecycle from opportunity review to final submission, with strong writing and organizational skills to meet deadlines and regulatory requirements.

Qualifications

• Minimum 2 years of experience in contracting, procurement, proposal development, or a related field.
• Associate or bachelor’s degree in Business Administration or a related field preferred.
• Strong technical and professional writing skills.
• Excellent attention to detail and organizational ability.
• Ability to manage multiple projects and deadlines simultaneously.
• Strong written and verbal communication skills.
• Proficiency with Microsoft Word, Excel, Outlook, and PowerPoint.
• Experience with government contracting or document management systems is a plus.
• Ability to handle confidential and sensitive information.

Responsibilities

• Review and analyze RFPs, RFQs, and RFIs to identify requirements, scope, and deadlines.
• Manage proposal development from initial review through final submission
• Draft and edit technical narratives and proposal responses
• Ensure submissions meet government regulations, customer requirements, and internal standards
• Review contracts, identify potential risks, and evaluate contract modifications
• Develop and communicate contract positions to government and commercial customers
• Coordinate with senior leadership and internal stakeholders throughout the proposal process
• Track proposal activity, submission status, win/loss metrics, and lessons learned
• Maintain proposal and contract documentation
