McKee Utility Contractors is hiring a Proposal Specialist who will support the development, coordination, and submission of high-quality proposals, statements of qualifications, and interview materials for construction opportunities. This role is responsible for managing proposal schedules, gathering technical content, writing and editing project narratives, and ensuring all submittals are compliant, professional, and aligned with the company's brand and strategic goals.

Responsibilities
  • Lead and coordinate proposal efforts from kickoff through final submission.
  • Review RFQs, RFPs, CSPs, and bid documents to identify requirements, deadlines, evaluation criteria, and compliance items.
  • Develop proposal outlines, compliance matrices, schedules, and responsibility assignments.
  • Write, edit, and organize proposal content, including project approaches, resumes, experience summaries, safety narratives, quality control plans, and company qualifications.
  • Work closely with executives, project managers, estimators, operations, safety, and business development teams to gather technical information.
  • Support alternate delivery pursuits, including CMAR, Design‑Build, Progressive Design‑Build, and other qualifications‑based selection processes.
  • Assist with Competitive Sealed Proposal responses, including technical proposal development, value‑added narratives, and best‑value selection materials.
  • Maintain and update proposal resources, including resumes, project sheets, boilerplate language, certifications, licenses, and company statistics.
  • Coordinate graphics, charts, schedules, org charts, and other visual elements used in proposals and presentations.
  • Ensure proposals are accurate, complete, visually consistent, and submitted on time.
  • Support interview preparation, presentation development, and pursuit strategy meetings.
  • Track proposal outcomes, lessons learned, and client feedback to improve future submissions.
  • Maintain awareness of upcoming opportunities, procurement requirements, and owner preferences.
Qualifications
  • 3+ years of experience in proposal coordination, marketing, or business development within the construction, engineering, utilities, or infrastructure industry.
  • Experience preparing proposals for public and private construction projects.
  • Familiarity with alternate delivery methods such as CMAR, Design‑Build, and Progressive Design‑Build preferred.
  • Experience with Competitive Sealed Proposals and best‑value procurement processes strongly preferred.
  • Strong writing, editing, proofreading, and document organization skills.
  • Ability to manage multiple deadlines and coordinate input from several departments.
  • Strong attention to detail and understanding of proposal compliance requirements.
  • Experience with Adobe InDesign, Illustrator, Photoshop, Canva, or similar design software.
  • Knowledge of construction terminology, project delivery methods, and quality processes is preferred.
