Job summary

McKee Utility Contractors, a MasTec company, seeks a Sr. Director of Business Development to lead strategic growth across Texas, with emphasis on CMAR and alternative delivery for water and wastewater projects.

Qualifications

  • BS/BA degree in Business, Construction Management, Engineering, or related field preferred.
  • 15+ years of experience in business development, operations, preconstruction, or executive leadership within the water/wastewater construction industry, preferably in Texas.
  • 10+ years pursuing and winning CMAR and/or other alternative delivery municipal water and wastewater projects, preferably in Texas.

Responsibilities

  • Lead business development and strategic growth initiatives for CMAR and other alternative delivery water and wastewater projects throughout Texas.
  • Develop and maintain relationships with municipalities, utility districts, engineering consultants, program managers, and industry stakeholders.
  • Identify, track, and qualify municipal pipeline, water treatment, wastewater treatment, pump station, and related infrastructure opportunities.
  • Lead capture planning, client positioning strategies, and go/no-go recommendations for major pursuits.
  • Collaborate with operations, estimating, preconstruction, and executive leadership teams to develop winning pursuit strategies.
  • Coordinate proposal efforts, shortlist interviews, presentations, and client engagement activities, in partnership with the proposal coordinator/manager.
  • Observe procurement trends, market conditions, and competitor activity to improve strategic positioning and business planning.
  • Represent McKee and MasTec at industry conferences, trade organizations, networking events, and client meetings.
  • Develop and maintain CRM opportunity tracking, forecasting, and reporting systems.
  • Support long-range strategic planning and growth initiatives for the Texas water infrastructure market.
  • Foster collaboration and alignment between business development, operations, estimating, and pursuit teams.
  • Other duties as requested by executive leadership.

Sr. Director Business Development
Overview

The Senior Director Business Development leads the strategic growth and expansion of McKee Utility's, a MasTec company, water and wastewater business across Texas, with a heavy focus on alternative delivery and pipelines. This role is responsible for identifying and developing new business opportunities, strengthening client and industry relationships, and positioning McKee as a preferred provider of pipeline, water/wastewater treatment, and related infrastructure projects. This individual will work directly with operations leadership, estimating, preconstruction, and executive management to support capture planning, pursuit strategy, client engagement, and long‑term market growth initiatives throughout the Texas municipal water market. The ideal candidate will bring well‑established relationships with engineering firms, contractors, subcontractors, and key clients in the water market across Texas.

Location & Travel Details

This is an executive leadership role based in Dallas, Texas. Travel throughout Texas is expected up to 30% and may include client meetings, industry conferences, project sites, and company offices. Relocation assistance is available. Qualifications
Work Experience and Education
  • BS/BA degree in Business, Construction Management, Engineering, or related field preferred.
  • 15+ years of experience in business development, operations, preconstruction, or executive leadership within the water/wastewater construction industry, preferably in Texas.
  • 10+ years of experience pursuing and winning CMAR and/or other alternative delivery municipal water and wastewater projects, preferably in Texas.
  • Must be able to travel between up to 30% of the time, and more as needed.
Knowledge, Skills and Abilities
  • Proven interpersonal, written, and verbal communication skills, including leading and speaking in executive and client meetings.
  • Excellent organizational and team leadership skills.
  • Strong understanding of pursuit strategy, client positioning, and business development best practices.
  • Ability to work effectively in a fast‑paced and collaborative environment.
  • Experience with CRM (Salesforce) and opportunity tracking systems preferred.
  • Ability to develop trusted client and industry relationships.
  • Experience mentoring business development and pursuit teams is a plus.
  • Strong understanding of pursuit strategy, capture planning, municipal procurement, and alternative delivery methods.
  • Experience with municipal pipelines, water treatment facilities, wastewater treatment plants, and pump stations.
  • Established relationships within the Texas municipal water market strongly preferred.
  • Proven leadership, collaboration, and strategic planning skills.
