Job summary

RIVA Solutions, Inc. in Reston, VA is seeking an experienced Proposal Manager to lead full lifecycle Federal proposal development, ensuring compliant, timely submissions for RFPs, RFQs, and task orders.

You will coordinate cross‑functional teams, manage schedules and content, and drive win themes with capture input, while mentoring Proposal Coordinators and writers in a collaborative, results‑driven hybrid environment.

Qualifications

• Bachelor's degree or equivalent experience.
• 5-8 years of Federal proposal management experience.
• Shipley proposal methodology experience.
• Strong leadership, organization, and communication skills.
• Microsoft 365 proficiency.
• Ability to manage multiple concurrent proposals.
• APMP or Shipley certification.
• Experience with AI proposal tools.

Responsibilities

• Lead full lifecycle proposal management using Shipley-based processes.
• Develop proposal schedules, compliance matrices, and outlines.
• Facilitate kickoff meetings, standups, and color team reviews.
• Coordinate SMEs, pricing, capture, contracts, and teaming partners.
• Partner with capture to develop win themes and discriminators.
• Own the capture-to-proposal transition, including intelligence handoff and solution readiness.
• Identify and mitigate proposal risks throughout the pursuit.
• Integrate teaming and subcontractor content into a unified proposal.
• Direct Proposal Coordinators, Writers, and production support.
• Oversee proposal graphics and perform desktop publishing, including formatting, templates, and final document assembly.
• Conduct compliance and quality reviews before submission.
• Maintain proposal libraries and reusable content.
• Conduct lessons learned and process improvements.

Program Overview

Supports RIVA's Bid & Proposal organization by leading full lifecycle Federal proposal development activities.

Position Overview
