Proposal and Capture Manager


Full-Time REMOTE

If you're a persuasive communicator who can dig deep into customer needs, shape winning strategies, and lead proposal efforts from vision to submission-you might be the perfect fit for our Proposal and Capture Manager role.




We're looking for a hybrid professional who brings both the precision of a proposal manager and the foresight of a business developer. You'll help shape our pursuit strategies, build relationships, and turn opportunities into wins. This role is central to increasing our visibility, expanding our market presence, and driving revenue growth across DTB's diverse service offerings.




A successful candidate will help identify corporate opportunities, assist in securing partnerships, and lead proposal efforts that fulfill client needs with the following requirements:





  • Lead and manage the full lifecycle of proposal development-from opportunity identification to submission.

  • Drive capture strategies to position the company for new business wins, including competitor and incumbent analysis, as well as win themes.

  • Lead pre-RFP engagement and positioning efforts, including teaming and solution development, while also prioritizing relationship building.

  • Monitor and track market trends, RFPs, and strategic opportunities aligned with company capabilities, expansion areas, and growth goals.

  • Possess an understanding of typical market intelligence platforms and be able to manage corporate and individual division pipelines in the federal space.

  • Possess strong knowledge of the U.S. Department of Defense (DoD) procurement lifecycle, including military contracting vehicles and acquisition strategies to effectively pursue and support military task orders and RFP opportunities.

  • Attend relevant industry trade shows, conferences, industry days, and client meetings to gather market intelligence, represent the company, and support business development efforts, as required.

  • During proposal development, review and assess client requirements, generate requirements matrices, establish an approach, and assign actions to set our team up for success in all opportunities.

  • Demonstrate expert ability in assimilating information from cross-functional teams to produce accurate, succinct, and winning proposal packages for submission to the client.



  • Develop proposal outlines, schedules, content plans, and manage proposal teams and workflows to ensure adherence to deadlines and compliance requirements.

  • Schedule and chair internal meetings, establishing necessary cadence required to support deadlines.

    • Develop and maintain library of content, past performance data, and templates for further reuse across all proposals to improve efficiency and consistency.






Minimum qualifications



  • Minimum of 5+ yrs. experience preparing quote letters and proposal responses

  • Bachelor's degree preferred

  • US Citizenship is Required

  • Proficiency working remotely across different client systems and software

  • Proficiency in managing pipelines through one of the many market intelligence platforms

  • Proven track record of supporting and winning competitive bids

  • Excellent communication skills - written and oral

  • Desirable: Understanding of CDRL milestones & impact to project performance

  • Desirable: Experience leading Red / Pink / Gold team reviews

  • Desirable: Understanding of FAR/DFAR

  • Desirable: Technical background and/or understanding of Aerospace testing and publications is helpful.
