Job Description
The Rockhill Group (TRG) provides training, operational, and transportation support services on various military contracts. We are seeking an experienced Capture Manager to support our Director of Business Development.
Job Summary
The Capture Manager will be responsible for managing the full Business Development lifecycle process across multiple agencies.

As a Capture Manager, you will facilitate new business opportunities, work across a matrix organization, and develop and execute capture strategies. Responsibilities include market assessment, monitoring market activity, and planning activities.
Responsibilities
- Identify, qualify, and shape prospective contract opportunities within the Federal Government and private sectors.
- Develop capture strategies with internal personnel and industry partners to qualify and develop winning proposals.
- Research industry sources, events, publications, and announcements to identify opportunities, markets, customers, and competitors.
- Support the development of TRG’s pipeline of new business opportunities.
- Lead the qualification and selection of strategic partnerships for your portfolio.
- Lead or support capture efforts for opportunities; develop capture and call plans.
- Establish and grow customer relationships to identify requirements, hot buttons, and win themes.
- Prepare and present Gate reviews.
- Participate in bid decisions.
- Partner with BD team and HR recruiter to identify staffing needs, collect resumes, vet candidates, and establish pricing parameters.
- Work with proposal team to prepare RFP summaries, compliance matrices, proposal schedules, and reviews.
- Collaborate to develop proposal response formats, structures, and compliance.
- Develop, communicate, and track proposal milestones.
- Lead team reviews, proposal kickoffs, and progress meetings following the Shipley method.
- Lead writing strategies and define requirements for technical and subject matter experts.
- Recommend improvements to the proposal process quality and content.
- Participate in educational opportunities, read professional publications, maintain networks, and join professional organizations.
- Attend Industry Days, Pre-proposal conferences, and other networking events.
Basic Qualifications
- Bachelor's degree in business administration or equivalent; military, federal contracts, and/or 7-10 years of experience may substitute for degree.
- Minimum of 5 years capture management experience with DoD or Federal programs.
- Must hold or be able to obtain a DoD Secret clearance.
- Availability to meet onsite in Molino, FL, and support a flexible schedule.
- Ability to obtain and maintain a Secret (DoD) security clearance.
