Job description

Position Purpose:

The incumbent professional will be responsible for managing U.S. Government, client, and company property in accordance with regulatory requirements, company policy, and industry best practices. The incumbent professional will, under limited supervision of the supervisor, maintain the company's property management system to ensure property in the custody of the company is supported throughout the property lifecycle. The incumbent professional will have oversight responsibility for property from acquisition through receiving, identification, utilization, maintenance, inventory, subcontractor control, relief of stewardship, and disposition.

Essential Duties and Responsibilities:
  • Leads, develops, and maintains property management strategies, plans, and practices to ensure compliance with company policy and government regulations.
  • Maintains official company property records for all accountable personal property, including completing electronic record updates in U.S. Government systems and company tracking databases.
  • Provides advice to internal staff regarding property administration.
  • Oversees reconciliations of project-based accountable property inventories.
  • Serves as the primary point of contact with U.S. Government property management auditors.
  • Leads participation in on-site property audits conducted by the U.S. Government or other clients.
  • Resolves issues related to property administration matters (e.g., loss/damage/destruction/theft reporting), and communicates to stakeholders as to resolution.
Required Knowledge, Skills & Abilities:
  • Incumbent must be able to read, write, and communicate fluently in English. Incumbent must be able to read, interpret, and explain documents such as procedure manuals, government regulations, and legal documents, write effective correspondence for both internal and external consumption, and speak effectively before groups of employees, clients, or vendors.
  • Incumbent must possess the ability to calculate figures and amounts such as discounts, interest, and percentages, and apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Incumbent must have a mastery of basic algebra and an intermediate knowledge of accounting concepts.
  • Incumbent must possess sound reasoning skills and regularly show ability to interpret and explain complex technical rules, regulations, and instructions. Incumbent must be able to solve practical problems dealing with a variety of concrete variables with limited guidance from the supervisor and with great attention to detail.
  • Incumbent must have intermediate proficiency in the use of Microsoft Office products, specifically Microsoft Outlook, Microsoft Excel, and Microsoft Access.
Education/Experience:
  • Incumbent must have a bachelor degree in business or a related field, and six years of prior professional experience in personal property administration or a related field. Ten years of prior professional experience in property administration with a high school diploma or equivalent satisfies the education requirement for this position.
Certificates and Licenses:
  • Incument is expected to obtain and maintain a professional certification in property (e.g., CPPS, CPPA, CPPM) commensurate with the experience rules of the National Property Management Association.
Clearance:
  • Incumbent must be able to successfully complete a background screening to maintain a SECRET-level clearance.

  • None
Working Conditions/ Equipment:
  • *Incumbent will work in a general office environment with general office equipment available. Incumbent will be required to sit for extended periods at a desk and work on a computer for up to eight hours per day.
  • *Incumbent will be required to work a set schedule negotiated with the supervisor.
  • *Incumbent will be required to travel domestically (up to 15%).
  • *Incumbent must be able to lift up to 20 pounds without assistance and 40 pounds with assistance to complete inventory activities or move file boxes.
