Responsibilities

  • Oversee all facets of the Gov Property Office and ensuring compliant Government Property management per FAR/DFARS.
  • Supervise direct reports and provide ongoing performance feedback.
  • Coordinate with Supply Chain, Program Offices and Shipping/Receiving Manager.
  • Lead property audits and implement corrective actions for compliance.
  • Maintain auditable property records and data integrity.

This role can be located in Reston, VA or Cambridge MA

FULL RELOCATION provided

9/80 work week and HYBRID

The Manager, Government Property oversees the day-to-day operation of Government Furnished Property (GFP), Contractor Acquired Property (CAP), and company-owned property to include equipment and material.

This role is responsible for a wide range of Government property matters and the supervision of property management staff.

The incumbent manages daily operations to support, maintain and ensure Government Property compliance with applicable federal regulation and organizational policy for the Cambridge facility and all other campuses.

The Manager, Government Property is instrumental in reviewing government contracts and proposals, ensuring a consistent and holistic approach to the management of government property and ensuring GFP contractual requirements are clearly understood, clearly documented in program materials, and are executed accordingly.

Duties/Responsibilities

  • Responsible for overseeing all facets of the Gov Property Office and ensuring compliant Government Property management in all aspects of the FAR mandated property life-cycle processes.
  • Supervise, organize, and coordinate all activities for direct reports. Provides ongoing, constructive feedback on performance and progress based on the goals and expectations of the Property Office.
  • Assist with personnel concerns including hiring and evaluation reviews. Ensures direct reports have the skills and resources to effectively perform roles and responsibilities.
  • Ensure collaboration within the Supply Chain team, Program Offices, and other functional areas. Provides support to Shipping/Receiving Manager.
  • Responsible for the execution of the Property Office self-assessments.
  • Sets department goals, initiatives and conducts property trainings at the departmental, program and organizational levels. Ensures excellent Property Office customer service.
  • Provides support and guidance to internal program personnel, external stakeholders, and subcontractors on all Government Property related matters, requirements and procedures.
  • Experience in developing property management related policies and procedures and must demonstrate the ability to improve processes and resolve complex problems with limited oversight.
  • Conducts frequent reviews of the FAR/DFARS regulations for changing requirements and implements the necessary updates.
  • Responsible for the facilitation of all property audits, interpreting all outcomes and instituting any corrective action to ensure compliance.
  • Ensure the integrity of the property system data to maintain auditable records and compliant reports.
  • Responsible for the oversight of all Plant Clearance cases and the companys Item Unique Item Identification (IUID) process.
  • Responsible for all aspects of reutilization, storage, disposition and disposal of company and government property.
  • Coordinate and administer the oversight of Subcontractor Controls with regards to government property

Skills/Abilities Needed

  • Additional Information Technology/Information Systems experience preferred.
  • Working knowledge of the government Procurement Integrated Enterprise Environment (PIEE) and IUID Registry.
  • Demonstrate a working knowledge of FAR 52.245-1, FAR Part 45, DFARS 252.245-7003, 7005, and other applicable regulations.
  • Highly motivated self-starter, excellent written and oral communication skills as well as thorough familiarity MS Excel, Word, and PowerPoint.
  • Strong communication skills and excellent problem-solving skills that can be deployed to collaborate effectively with external stakeholders and various internal functional teams.
  • Proven ability to lead cross-functional teams, negotiate contracts, and communicate complex information to diverse audiences.
  • Office and/or warehouse environment with some travel to offsite locations and subcontractor facilities.

Education

  • Bachelors degree required. Equivalent combination of education and experience may be considered in lieu of a degree.
  • Certified Professional Property Administrator (CPPA) or other professional certification by the National Property Management Association (NPMA) is preferred.
