Job summary

The City of Newark Housing Authority seeks a Property Manager to oversee the operation of assigned properties, ensuring decent, safe, and sanitary conditions, maintaining occupancy targets, managing budgets, and ensuring program compliance with HUD guidelines.

You will prepare site operating budgets, monitor cash flow, supervise staff, coordinate with regional managers, and handle lease administration, rent collection, inspections, and 24-hour on-call response.

Qualifications

• Bachelor’s degree in Finance or related field; 3–5 years experience in Property Management or related field.
• Experience with budgeting, financial reporting, and HUD compliance processes.
• Ability to read budgets and financial reports; strong computer skills.

Responsibilities

• Supervise operation of assigned property(ies) to meet occupancy, cost and revenue goals and ensure safe/clean conditions.
• Prepare long- and short-term strategic plans for the site.
• Submit monthly and annual reports on property performance and finances.
• Prepare site operating budgets and monitor cash flow; adjust as needed.
• Oversee leases, recertifications, rent collection and policy compliance.
