Job summary

Sand Property Management is seeking a Property Manager to oversee two affordable housing communities, Enclave Overlook Apartments (Rockford, MN) and West View Estates (Plymouth, MN). Responsibilities include resident paperwork, rent collections, leasing, budgets, and on-site supervision to ensure quality housing and resident satisfaction.

Ideal candidates have 3+ years of property management experience, LIHTC familiarity, and strong communication.

Qualifications

• High School Diploma or GED required.
• Minimum of three (3) years of property management experience.
• Affordable housing/LIHTC experience strongly preferred.
• Section 42 / LIHTC experience strongly preferred.
• Property management certification, designation, or related coursework preferred.

Responsibilities

• Process resident paperwork: move-ins, annual recertifications, security deposits.
• Manage rent collection, deposits, delinquency reporting, late fees, and evictions.
• Build positive relationships with residents; respond to questions professionally.
• Meet or exceed occupancy goals through leasing and retention.
• Monitor property budgets; review monthly financial reports.
• Oversee maintenance work orders; coordinate with staff and vendors.
• Conduct daily property inspections of buildings, grounds, and common areas.
• Provide guidance and feedback to onsite staff and service providers.
• Complete monthly reports accurately and on time.
• Maintain compliance with policies, LIHTC regulations, and records.
• Coordinate vendor bids and service provider selection.
• Promote crime-free and drug-free housing environment.
• Plan and support resident engagement and community events.

Sand Property Management is seeking a friendly, organized, and experienced Property Manager to oversee two affordable housing communities: Enclave Overlook Apartments in Rockford, MN and West View Estates in Plymouth, MN. This position offers the opportunity to make a meaningful impact by providing quality housing while fostering a positive, resident‑focused community.

Communities

Enclave Overlook Apartments – Rockford, MN: welcoming, smoke‑free community located off Highway 55. Amenities include a community room with kitchenette, outdoor patio, play area, elevator access, bike racks, on‑site management, off‑street parking, private patios or balconies, in‑unit washer and dryer, air conditioning, modern appliances, large closets, and accessible design features.

West View Estates – Plymouth, MN: located just off Vicksburg Lane, near the Arbor Lakes Shopping District, restaurants, and Eagle Lake Regional Park. Offers one‑, two‑, and three‑bedroom apartment homes, combining urban convenience with nearby parks and outdoor recreation.

Essential Functions

• Process all resident paperwork accurately, including move‑ins, annual recertifications, and security deposit accounting.
• Manage rent collection, deposits, delinquency reporting, late fees, and eviction filings in accordance with company policy and lease terms.
• Build and maintain positive relationships with residents by responding promptly and professionally to questions and concerns.
• Meet or exceed occupancy goals through leasing, resident retention, marketing, and prospect follow‑up.
• Monitor property budgets and review monthly financial reports.
• Manage maintenance work orders and conduct regular meetings with maintenance staff or vendors.
• Conduct daily property inspections to ensure the buildings, grounds, and common areas are well maintained.
• Provide guidance, support, and feedback to onsite staff and service providers.
• Complete required monthly reports accurately and on time.
• Maintain compliance with company policies, affordable housing regulations, and property records.
• Coordinate vendor services, collect bids, and recommend service providers as needed.
• Promote and maintain a crime‑free and drug‑free housing environment.
• Plan and support resident engagement and community events.

Skills & Qualifications

• Strong organizational, time management, and prioritization skills.
• Excellent verbal and written communication abilities.
• Ability to work independently while contributing to a collaborative team environment.
• Strong customer service and conflict resolution skills.
• Proficiency with Microsoft Office (Word, Excel, Outlook) and property management software such as Yardi.
• Previous supervisory or leadership experience preferred.

Education & Experience

• High School Diploma or GED required.
• Minimum of three (3) years of property management experience.
