Job summary

The Town of Rangeley is seeking a Code Enforcement Officer to perform inspection and enforcement of building, zoning, and related codes. You will act as Building Inspector and 911 Addressing Officer, issuing permits, inspecting sites, and advising on code applications.

Requires a High School diploma or equivalent and 2 years’ experience in construction or enforcement; must obtain State Certified Code Enforcement Officer within one year; valid driver's license; willingness to work flexible hours

GENERAL SUMMARY:

The Code Enforcement Officer is responsible for inspection work related to the provision of code enforcement and inspection services in the town, including building, zoning, codes, and the enforcement and interpretation of local zoning, and other applicable regulations. The Code Enforcement Officer serves as the Building Inspector and the 911 Addressing Officer for the Town. The employee is required to perform all similar or related duties

ESSENTIAL JOB FUNCTIONS:
  • Interprets all codes, such as building, zoning, and plumbing, etc. relevant to the Rangeley Town Code for builders, lawyers, homeowners, realtors, bankers, and others.
  • Enforces the provision of the state building code, the town’s zoning ordinances and all other relevant state codes.
  • Assumes responsibility for the issuance of all permit applications for buildings and other land use activities in compliance with appropriate Municipal, State or Federal requirements and collects fees as appropriate.
  • Assumes responsibility for calculating, assessing, and collecting of fees authorized by the Town, to include tracking and notifying other departments of new Sewer connections.
  • Establishes guidelines and is responsible for review and verification of all applications for subdivision and shoreland zoning permits.
  • Drafts ordinances or works in collaboration with others to draft ordinances as directed by the Town Manager.
  • Presents approved ordinances and revisions to the Selectmen and Town Meeting for approval.
  • Reviews plans for building construction or alteration to determine compliance with state codes, local zoning bylaws, and other applicable regulations.
  • Inspects sites, buildings, and premises to determine validity of complaints; to determine violations of ordinances or regulations; and to gain evidence and information to write violation notices or take other necessary action to gain compliance with ordinances and regulations
  • Makes field checks on new construction and renovations and secures varied data for the Tax Assessor for records purposes.
  • Inspects new buildings and alterations to buildings for new construction, change of use and additions and upon completion for conformity with structural requirements, approved plans and zoning restrictions.
  • Issues certificates of occupancy for new construction.
  • Enforces all of the provisions of the building permit codes, and acts on all questions relative to the mode or manner of construction and the materials to be used
  • Represents the Town on various committees as directed by the Town Manager.
  • Assists and provides technical assistance to various Town Committees and Boards, including the Comprehensive Plan Review and Implementation Committee.
  • Maintains a complete record of all essential transactions of the office including, but not limited to, applications submitted, permits granted and denied, variances granted and denied, revocation actions, appeals, court actions, violations investigated, violations found and fees collected.
  • Testifies in court concerning appeals and enforcement code compliance cases as appropriate
  • Works cooperatively with other Town departments and personnel to assure effective and efficient town wide operations
  • Meets with engineers, architects, town staff, and others to review construction, and other plans
  • Provides advice on the application of the town’s zoning ordinance, and other relevant inspection codes
  • Responds to inquiries or complaints regarding zoning issues, ordinances, rights, policies, and related topics; provides information and assistance as needed to solve problems.
  • Advises applicants and Planning Board of application status and compliance with ordinances and coordinates review with appropriate municipal departments.
  • Makes recommendations to Planning Board for appropriate action or additional conditions to be imposed.
  • Sets agendas, prepares materials, attends all meetings of, conducts research as requested and issues notices of decisions for the Planning Board.
  • Develops and maintains departmental budget for the Code Enforcement office.
  • Acts as 911 Addressing Officer
  • Acts as Mooring Officer
  • Assists in updates of the Comprehensive Plan.
  • Trains and coaches Deputy CEOs
  • Develops procedures and work rules.
  • Assists U.S. Census Bureau as necessary.
  • Keeps the Town Manager fully informed by providing updates on assignments, regular progress reports, and other pertinent aspects of work.
  • Supports the Town’s safety and health policies by attending required safety training programs; reports all accidents and suspected safety hazards to the supervisor. Serves on the Safety Committee as requested by the Town Manager.
  • Attends educational seminars in order to keep abreast of all changes or revisions to the State Building and Health Codes and local zoning bylaws and to maintain required certifications and licenses.

  • Maintains excellent communication and fosters a collaborative working environment with all departments as well as with the public.

KNOWLEDGE/SKILLS
  • Knowledge of pertinent municipal, state, national building and zoning codes, related laws and ordinances, and land use regulations.
  • Knowledge of legal procedure involved in the enforcement of codes and ordinances.

MINIMUM REQUIREMENTS

Experience and Education/Training:

  • High School diploma or equivalent
  • Two (2) years prior work experience preferably in the construction trades; or any equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential

Licenses/Certifications:

  • Maintain valid Driver’s License.
  • State Certified Code Enforcement Officer within one (1) year of appointment
WORK ENVIRONMENT/PHYSICAL DEMANDS:

Work Environment: Working conditions when conducting field inspections involve exposure to outdoor weather conditions, and extremes of heat and cold. Work may involve work at heights or in confined or cramped quarters, or work around machinery and its moving parts. The employee is required to work beyond normal business hours in order to attend evening meetings of Town Boards/Committees such as the Zoning Board, Ordinance Committee, Town Board of Selectmen and Planning Board, special projects, and in response to natural or man-made emergencies on a 24/7, 365-day basis. The noise level in the work environment is usually moderate to loud. Approximately 65 percent of the work time may be spent outdoor in all seasons and required frequent public contact.

Physical Requirements:While performing the duties of this position, the employee is regularly required to sit, stand, walk, climb, negotiate steep or sloping embankments, crawl reach overhead, talk and hear. Work requires some agility and physical strength, such as moving in or about construction sites or over rough terrain or standing or walking most of the work period when conducting work in the field.

The employee is required to use hands to operate a standard keyboard, use a computer, mouse, printer, copier, fax, telephone, radio, digital cameras, flashlights, engineering and drafting scale, levels, and binoculars.

The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by the job include close vision, distance vision, depth perception, and the ability to adjust focus.

The employee must be willing to work beyond normal business hours including weekends and evenings.
