Job summary

Oak Ridge Associated Universities seeks a Property Management and Export Control Specialist to administer program policies, ensure regulatory compliance, and oversee property lifecycle activities in a federal/DOE context.

The role requires a bachelor’s degree and 4–6 years of related experience, including knowledge of DOE/GSA regulations, AND ORACLE/ERP systems. Salary range reflects experience and DOE environment.

Qualifications

• This position requires extensive knowledge of Personal Property and Materials Management policies, procedures, and regulatory requirements.
• Must interpret, apply, and explain property management policies and ensure compliance within ORAU's Program.
• Experience with government property management regulations (DOE, GSA) and disposition.
• Experience operating forklifts and material handling equipment.
• Proficiency with MS Office, SharePoint, and Adobe.
• Experience coordinating schedules, data entry, inventories, and records management.

Responsibilities

• Property and Export SME: Leads policies for personal property, export-controlled property, high-risk property, and regulatory compliance.
• Property Management Leadership: Oversees day-to-day admin of the Personal Property Management Program and prepares compliance reports.
• Property Database and Receiving Management: Manages ORAU Property Database, transactions, barcoding, and receiving docs.
• Export Control Program: Leads compliance activities including ECCN classification and licensing requirements.
• High-Risk Property Administrator: Oversees high-risk property programs and disposal in line with regulations.
• Policy Writing and Audits: Maintains ECAP certifications, authors policies, and supports audits.
• Drop Ship Reviews: Approves drop ship requests for compliance and accountability.
• Administrative Support: Supports Logistics and related documentation and relocation tasks.
