Under the general supervision of the Director, the Project Supervisor is responsible for overseeing maintenance, renovation, and compliance-related projects for City-owned buildings. This role ensures the efficient management of trades workers, project coordination, and regulatory adherence, particularly in asbestos, lead, and radon safety. The incumbent optimizes resources, enforces safety standards, and maintains security measures to support the functionality, safety, and sustainability of municipal and school facilities. Additionally, the Project Supervisor serves as a key point of contact for contractors, city officials, and department leaders, ensuring projects are completed on time, within budget, and to professional standards.

Responsibilities
- Acts as the Asbestos Coordinator for the LEA (Local Education Agency) for the City to administer and enforce the requirements of the Asbestos Hazard Response Act (AHERA) in the City; Monitors lead and radon in all municipal and school buildings.
- Creates work assignments as required, maintains discipline, and enforces safety regulations.
- Orders supplies and equipment; Responsible for maintaining and ordering all custodial supplies within budget limits & maintain an accurate inventory control of these items; Orders and maintains employee PPE and safety equipment.
- Revises work on an as-needed basis, performs record keeping on employees under supervision as required.
- Coordinates all work related to keys & lock, roof repairs and inspections and maintains all records both manually and in the computer. Must maintain accurate records of all keys loaned out and an accurate inventory of all keys and locks in inventory.
- Oversees renovation retrofit projects from engineering through completion as directed; responsible for security of buildings; secures occupancy permits for all schools each year prior to their opening in September.
- Coordinates projects within schools as directed, as not to interrupt education, using the resources at hand to the best advantage of the City.
- Prepares and collects information for all Directors and/or Commissions within the City.
- Oversees contractors on a time and material basis to ensure that the project is done in a professional manner and does not exceed the established budget.
- Conducts building needs assessments; Performs air quality inspections of all municipal and school buildings and implements corrective measures.
- Oversees hazardous waste collection which includes the regulated disposal and documentation of materials and waste manifests.
- Monitors alarm system for all City-owned buildings, including electronic swipe cards, programming and editing of user codes; maintains security and camera systems in conjunction with the IT department.
- Responsible for implementation and oversight of capital projects, including the development of scope of services, and sourcing materials and estimating associated costs.
- Oversees and maintains boiler repair contracts and replacements.
- Maintains current licensing and certificates required for maintenance personnel and custodial staff at school.
- Trains new employees and others as needed/required.
- Processes and maintains paperwork, records, reports, invoices, certified payrolls and submittals related to the operations of the BMD.
- Performs other duties as required or assigned.
Qualifications
Experience/Education:
- High school diploma or equivalent
- Minimum of five years’ relative work experience.
- Must be skilled in at least two of the following trades: carpentry, painting, plumbing, electrical, plastering and other trades as determined by the department head.
- License or Certificate of competency in one of the trades to be supervised.
- Valid Driver’s License.
- Valid Construction Supervisor’s License
- Certification as an Asbestos Coordinator or Supervisor within six (6) months of appointment to position.
Knowledge/Skills/Abilities
- Ability to operate modern office equipment.
- Familiarity with the rules, regulations, ordinances and laws governing the department served.
- Sound knowledge of the materials, methods, tools and techniques of the building maintenance trades and skill in their use
- Ability to work from plans and specifications, to follow rough sketches and oral instructions, layout work and perform tasks with little technical supervision.
- Proficiency in Microsoft Office and other relevant software for project management and administrative tasks
- Ability to carry out routine administrative details independently, make decisions in the absence of the director.
- Strong organizational and problem-solving skills, with the ability to manage multiple projects simultaneously.
- Excellent leadership and communication skills to effectively coordinate with employees, contractors, and city officials.
- Ability to establish and maintain positive working relationships with staff, public officials, and external partners.

While performing the duties of the Project Supervisor, the incumbent is required to: interact and communicate frequently with the public, government officials, other staff members and boards, and/or third parties transacting business with the City. Work is performed both indoors and outdoors, sometimes in inclement weather. Incumbent may be required to be available to respond to emergency & be available for snow removal operations.

While performing the duties of the Project Supervisor, the incumbent is required to: interact and communicate frequently with the public, government officials, other staff members and boards, and/or third parties transacting business with the City; operate standard office equipment including computers and keyboards, at efficient speed. This position requires a moderate amount of walking, standing, sitting and climbing stairs. Activities also include moderate physical exertion in body movement such as reaching, bending, twisting, grasping, pushing and pulling of objects. The position requires lifting and moving objects weighting up to 30 pounds on a frequent basis, and over 30 pounds on occasion.
HOURS
40 hours per week
Monday-Friday, 7:00AM – 3:30PM
SALARY
Starting rate $27.03 - $28.54 per hour
Annual increases up to 37.43 per hour
