Description: The Project Manager (PM) / Real Property Lead will provide full-time, onsite project support to Fort Drum Directorate of Public Works (DPW). This position provides real property data analysis and will focus on maintaining real property and financial data in the General Funds Enterprise Business System (GFEBS) to ensure Fort Drum is fully accountable for its real property and remains audit ready. The PM acts as the Real Property subject matter expert, guiding and leading the team in daily task management, system usage, and troubleshooting. The PM oversees efforts to resolve system errors and discrepancies, addresses InSITE errors, and ensures the team remains audit ready. Responsibilities include training, mentoring, and supporting team members in the real property office while fostering a collaborative and knowledgeable work environment. This position will assist with training the Real Property Specialists and Technician and conduct quality control over their products before they are sent to the Real Property Accountable Officer (RPAO). The ideal candidate should have experience with Army real property, financial audits, GFEBS, possess great organizational skills, and be an effective communicator with government clients. This role provides support by performing GFEBS data analysis, updates, inputs, reports, and edits. The PM/Real Property Lead will also ensure that reporting in GFEBS is consistent with information in the real property physical and digital folders including financial transactions with construction agents. Tasks include tracking construction projects across the installation, maintaining financial records, conducting physical inventories of Army real property including taking facility measurements, ensuring data adheres to Army regulations and guidance and is recorded correctly in GFEBS, assembling and submitting sample packets for audit, and assisting Fort Drum civilian personnel with analysis tasks. The PM/Real Property Lead will assist the Real Property Specialists and Technician with data validation. This position will review financial asset records to make sure reporting is complete and accurate. The position will work closely with the GIS Lead to validate real property measurements (previous experience with GIS technologies is not a requirement).
This position will also serve as the Onsite Project Manager (PM) and reports directly to the remote Team UBT Program Manager. The onsite PM will be authorized to act on behalf of the contractor on matters pertaining to the contract support services and serve as a single point of contact for contract administration issues with the Contracting Officer, Contracting Officer Representative, and local Fort Drum DPW POCs. The PM shall respond within one (1) hour to the Contracting Officer or representative when requested. The Project Manager shall also be available by cell phone as needed by the KO, COR, Fort Drum personnel, and the remote UBT Program Manager.
