Position Overview
The Project Manager II is an Information Technology (IT) position that will manage components of highly complex and visible projects and/or program initiatives. This role will follow project management methodologies and governance processes to deliver work products on time and within a set budget. The role will also collaborate with: The end-user and key stakeholders to provide status updates and gather requirements. Vendors on implementation and delivery of contract deliverables. Internal IT teams.
Responsibilities and Required Skills
- Experience with general IT SDLC processes.
- Experience with implementing Enterprise Systems Integration projects.
- Experience with SAP.
- Experience with mediating business units that may have conflicting requirements.
- Experience driving systems integration delivery projects from 3rd party vendors to delivery acceptance and project closure.
- Experience with preparing and presenting executive level project communications, project tracking, and stakeholder management.
- Ability to create and maintain several project artifacts including Project Timeline, Risk & Issue Log, Communication Plan, Stakeholder Register, etc.
- Ability to identify, manage, and mitigate project risks and issues.
- Responsible for project scope delivery adhering to and optimizing schedule, costs, and resources. Projects include TxDOT, partners, and third-party deliverables.
- Acts as the counterpart for vendor's program leader to ensure customer satisfaction and be the escalation point for service delivery activities.
- Must possess strong written and verbal communication skills.
- Must be a creative thinker to solve issues.
- Must be a hands-on project manager for multiple projects.
- Demonstrated experience leveraging AI-enabled tools and automation to improve project planning, scheduling, reporting, risk management, stakeholder engagement, and delivery outcomes. Ability to effectively integrate AI-assisted capabilities into project management practices while ensuring appropriate governance, security, quality, and human oversight.
Minimum Years of Experience, Skills, and Qualifications

- Skilled in educating business unit staff on standardized processes.
- Possess strong verbal and written skills in communicating with peers and different levels of users including executive staff.
- Skilled in facilitating large group meetings with internal and external resources.
- Skilled in collaborating with the technical and functional teams to develop the Technical Specification and other documents needed in support of the solution.
- Experience in implementing Enterprise Systems Integration.
Preferred Skills and Qualifications
- 4 years of experience with one or more State of Texas government agencies.
- CBAP and/or PMP certification is a plus.
